relating to environment; requiring a report on fluoropolymers used in consumer

products.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

FLUOROPOLYMERS IN CONSUMER PRODUCTS; REPORT.

(a) By February 15, 2028, the commissioner of the Pollution Control Agency must

submit a report to the chairs and ranking minority members of the legislative committees

with jurisdiction over environment and natural resources that includes an assessment of:

(1) the statutory and regulatory authority, administrative infrastructure, research

capabilities, and funding necessary to develop and implement a program for reviewing

fluoropolymers used in consumer products and their potential threat to human health and

the environment;

(2) available scientific data regarding fluoropolymers;

new text begin

(3) other state and federal statutory and regulatory actions taken regarding fluoropolymers;

and

new text end

(4) potential critical uses of fluoropolymers and their relation to the supply chain.

(b) For purposes of this section, "fluoropolymers" means fluorinated polymers consisting

of polymeric substances for which the backbone of the polymer is either a perfluorinated

or polyfluorinated carbon-only backbone or a perfluorinated polyether.
