A bill for an act relating to liquor; authorizing a license in the city of Minneapolis for programs and events on Minneapolis Park and Recreation Board premises; amending Minnesota Statutes 2024, section 340A.404, by adding a subdivision. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: Section 1. Minnesota Statutes 2024, section 340A.404, is amended by adding a subdivision to read: new text begin Subd. 2c. new text end new text begin Special provision; Minneapolis Park and Recreation Board programs or events. new text end new text begin (a) Notwithstanding any other law, including section 340A.504, subdivision 3, relating to seating requirements, local ordinance, or charter provision, the city of Minneapolis may issue one or more on-sale intoxicating liquor licenses to an entity holding a concessions or catering contract with the Minneapolis Park and Recreation Board for use on Minneapolis Park and Recreation Board premises if an on-sale intoxicating liquor license has not already been issued under subdivision 2, paragraph (p), for the sale and consumption of intoxicating liquor during Minneapolis Park and Recreation Board programs or events only, and only on the dates stated in the approved license application. new text end new text begin (b) A license authorized under this subdivision may be issued for areas within Minneapolis Park and Recreation Board park property that are not compact and contiguous, provided that all such areas are included in the description of the licensed premises on the approved license application. Sales and consumption of intoxicating liquor are limited to the areas described in the approved license application. A license is not required to be associated with a permanent building or fixed location and may authorize service from a mobile or temporary service unit within the licensed premises. The mobile or temporary service unit must be available for inspection by the commissioner or peace officers, who may inspect during reasonable hours. new text end new text begin (c) The licensee shall notify the commissioner prior to any event in which a license is applied for under this subdivision, on a form the commissioner prescribes. The city of Minneapolis shall notify the commissioner within ten days of any cancellation, suspension, or revocation of a license issued under this subdivision. new text end new text begin (d) All other provisions of this chapter not inconsistent with this subdivision apply to the license authorized under this subdivision. new text end new text begin EFFECTIVE DATE. new text end new text begin This section is effective upon approval by the Minneapolis City Council and compliance with Minnesota Statutes, section 645.021. new text end
