A bill for an act relating to energy; appropriating money for a grant to fund renewable energy projects in the Lower Sioux Indian Community; requiring reports. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: Section 1. new text begin LOWER SIOUX INDIAN COMMUNITY ENERGY PROJECT. new text end new text begin Subdivision 1. new text end new text begin Appropriation. new text end new text begin (a) Notwithstanding Minnesota Statutes, section 116C.779, subdivision 1, paragraph (j), $15,000,000 in fiscal year 2027 is appropriated from the renewable development account under Minnesota Statutes, section 116C.779, subdivision 1, to the commissioner of commerce for a grant to the Lower Sioux Indian Community to plan, develop, and construct a renewable energy project that may include solar energy generation facilities, battery energy storage systems, microgrids, and associated electrical equipment to support a community-controlled energy delivery system that improves reliability, resilience, and long-term affordability for the Lower Sioux Indian Community. The base for this project is $15,000,000 in fiscal year 2028 and $0 in fiscal year 2029. The commissioner of commerce must manage the grant, including the disbursement of grant money to the Lower Sioux Indian Community. Any unspent money remaining after the project is complete cancels to the renewable development account. new text end new text begin (b) The commissioner of commerce must enter into a grant contract with the Lower Sioux Indian Community to plan, develop, and implement the project. new text end new text begin Subd. 2. new text end new text begin Plan; report. new text end new text begin (a) The Lower Sioux Indian Community must file a comprehensive project plan with the commissioner of commerce and the legislative committees with jurisdiction over energy policy no later than July 1, 2027. The plan must describe the project elements and implementation strategy. new text end new text begin (b) The Lower Sioux Indian Community must file a report with the commissioner of commerce and the legislative committees with jurisdiction over energy policy by July 1, 2027, and each July 1 thereafter until the project is complete. The report must describe the progress made to implement the project and the uses of expended money.
