relating to family law; appropriating money for a study on child custody and

parenting time cases in the judicial system; requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

APPROPRIATION; MINNESOTA CHILD CUSTODY COURT FILE

STUDY.

(a) $25,000 in fiscal year 2027 is appropriated from the general fund to the supreme

court for a grant to the National Parents Organization to study Minnesota child custody and

parenting time outcomes through the judicial system. The money must be used for a study

to review court files in family law cases involving:

(1) divorce;

new text begin

(2) custody;

new text end

new text begin

(3) parenting time; and

new text end

new text begin

(4) paternity.

(b) The National Parents Organization must submit a report that includes findings related

to the examination and analysis of the court files reviewed through the study, including

outcomes for children in custody and parenting time cases as well as suggestions for

legislation to improve outcomes for families in Minnesota to the supreme court and the

chairs and ranking minority members of the legislative committees with jurisdiction over

judiciary and civil law by December 31, 2026. This is a onetime appropriation.
