relating to health; directing the commissioner of health to conduct a feasibility

study of establishing a mobile lung cancer screening program in greater Minnesota;

appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

FEASIBILITY STUDY; MOBILE LUNG CANCER SCREENING

PROGRAM IN GREATER MINNESOTA.

(a) The commissioner of health must study the feasibility of establishing a mobile lung

cancer screening program for residents of greater Minnesota in which a mobile unit

containing a computed tomography scanner and staffed with appropriate health professionals

and other personnel travels to various locations in greater Minnesota and screens residents

for lung cancer. In this study, the commissioner must:

(1) estimate costs for equipment and supplies needed to implement the program, including

the cost of purchasing or renting one or more mobile units with a computed tomography

scanner and the cost of other equipment and supplies;

(2) estimate the numbers and types of health professionals and other personnel needed

to staff each mobile unit and staffing costs;

(3) identify services to be provided by each mobile unit, including screening residents

for lung cancer and providing referrals when appropriate;

(4) identify particular regions of greater Minnesota with barriers to lung cancer screening,

evaluate how a mobile lung cancer screening program may increase access to screening in

these regions, and estimate the number of residents who could be screened annually by a

mobile unit; and

(5) identify and examine other elements of a program as determined by the commissioner.

(b) By February 1, 2027, the commissioner must submit a report on the study conducted

under paragraph (a) to the chairs and ranking minority members, and the cochairs, of the

legislative committees with jurisdiction over health policy and finance.
