Online driver improvement clinics authorization
A bill for an act relating to transportation; authorizing online driver improvement clinics; requiring rulemaking; amending Minnesota Statutes 2024, sections 169.972, by adding a subdivision; 169.973, by adding a subdivision. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: Section 1. Minnesota Statutes 2024, section 169.972, is amended by adding a subdivision to read: new text begin Subd. 3. new text end new text begin Third-party clinic. new text end new text begin In cases where no clinic established under subdivision 1 is available, a court or municipality may refer individuals to an online or remotely held driver improvement clinic established by a third-party provider that is approved by the commissioner of public safety under section 169.973, subdivision 3. new text end Sec. 2. Minnesota Statutes 2024, section 169.973, is amended by adding a subdivision to read: new text begin Subd. 3. new text end new text begin Online and remote clinics. new text end new text begin (a) The commissioner of public safety must promulgate rules to regulate online or remotely provided driver improvement clinics that comply with the standards that govern clinics under subdivision 1, including rules regarding how a third-party provider may apply to have a course certified as complying with this section. new text end new text begin (b) The commissioner of public safety must maintain a list of third-party courses that have been certified as complying with this subdivision. new text end new text begin (c) Notwithstanding section 169.972, subdivision 2, the third-party provider of a driver improvement clinic under this subdivision may charge a clinic participant a reasonable fee in excess of $50. new text end
