BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The governing body of a public postsecondary institution

must not impose or maintain any mandatory student fee or increase tuition for the purpose

of compensating student athletes.

If the governing body of a public postsecondary institution violates

subdivision 1, the commissioner of management and budget must deduct from the

postsecondary institution's appropriation base an amount equal to one percent of the

postsecondary institution's appropriation base in the first year of the next biennium.
