Site visit requirement for certain grant recipients
A bill for an act relating to state government; requiring a site visit for certain grant recipients; amending Minnesota Statutes 2024, section 16B.98, subdivision 6. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: Section 1. Minnesota Statutes 2024, section 16B.98, subdivision 6, is amended to read: Subd. 6. Grant administration new text begin ; site visit requirement new text end . new text begin (a) new text end A granting agency shall diligently administer and monitor any grant it has entered into. A granting agency must report to the commissioner at any time at the commissioner's request on the status of any grant to which the agency is a party. new text begin (b) A granting agency must conduct at least one unannounced, on site, and in-person monitoring visit for each grant over $10,000. For each grant for which money is disbursed over the course of more than 12 months, a granting agency must conduct at least one unannounced, on site, and in-person monitoring visit per 12-month period for any grant over $10,000. The commissioner may approve exceptions to this requirement for a grant program if the granting agency sufficiently justifies why unannounced, on site, and in-person monitoring visits are not suitable for the grant program. The commissioner may not approve exceptions for individual grants. new text end
