Capitol Complex county host program aid establishment and appropriation
A bill for an act relating to taxation; local government aids; establishing Capitol complex county host program aid; appropriating money; proposing coding for new law in Minnesota Statutes, chapter 477A. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: Section 1. new text begin [477A.41] CAPITOL COMPLEX COUNTY HOST PROGRAM. new text end new text begin Beginning with aids payable in 2027, the commissioner of revenue shall pay to Ramsey County $5 per square foot of state-owned buildings located in the Capitol Area described in section 15B.02, paragraph (b). The purpose of the aid is to compensate Ramsey County for the loss of tax base and disproportionate impact of state ownership of buildings located in the Capitol Area. Aid payments under this section must be used to reduce current year property taxes levied on net tax capacity within the county. An amount sufficient to pay the aid under this section is annually appropriated from the general fund to the commissioner of revenue.
