Constitution, article I, by adding a section; recognizing that a preborn child has

the right to life.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

An amendment to the Minnesota Constitution is proposed to the people. If the amendment

is adopted, a section shall be added to article I, to read:

Sec. 18.

A preborn child has the right to life. This section does not prohibit the provision

of medical treatment necessary to save the life or preserve the health of a pregnant individual

or the removal of a nonviable or deceased preborn child, including in cases of miscarriage

or ectopic pregnancy.

For purposes of this section, "preborn child" means a living human fetus or living human

being at any stage of development from the moment of fertilization until live birth.

(a) The proposed amendment must be submitted to the people at the 2026 general election.

If ratified, the amendment is effective January 1, 2027. The question submitted must be:
