A bill for an act

relating to higher education; requiring public postsecondary institutions to award

the specified college credits for qualifying scores on advanced placement and

international baccalaureate examinations; amending Minnesota Statutes 2024,

section 120B.13, subdivision 3a; proposing coding for new law in Minnesota

Statutes, chapter 135A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2024, section 120B.13, subdivision 3a, is amended to read:

Subd. 3a.

College credit.

The colleges and universities of the Minnesota State Colleges

and Universities system must award, and the University of Minnesota and private

postsecondary institutions are encouraged to award, college credit to high school students

who receive a score of three or higher on an advanced placement or four or higher on the

international baccalaureate program examination.

This section applies to a public postsecondary institution

governed by the Board of Trustees of the Minnesota State Colleges and Universities or the

Board of Regents of the University of Minnesota.

Examination scores and credits required.

(a) A public postsecondary

institution must award college credit as provided in paragraph (b) to high school students

who receive a score of three or higher on an advanced placement examination or four or

higher on the international baccalaureate examination.

(b) A public postsecondary institution must award:

(1) three or more course credits for a score of four or higher on each individual standard

level international baccalaureate examination;

(2) five or more course credits for a score of four or higher on each individual higher

level international baccalaureate examination; and

(3) three or more course credits for a score of three or higher on each individual advanced

placement examination.
