AN ACT TO CREATE THE MISSISSIPPI SPECIAL NEEDS HOUSING 1
STEERING COUNCIL; TO REQUIRE THE COUNCIL TO ASSIST THE MISSISSIPPI 2
HOME CORPORATION IN THE CREATION AND ADMINISTRATION OF A SPECIAL 3
NEEDS HOUSING PROGRAM; AND FOR RELATED PURPOSES. 4
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 5
SECTION 1. (1) There is created the Mississippi Special 6
Needs Housing Steering Council. The council will be made up of 7
the following members, or their designees: 8
(a) A representative from the Office of the Governor; 9
(b) The Executive Director of the State Department of 10
Mental Health; 11
(c) The Executive Director of the Division of Medicaid; 12
(d) A representative from the Office of the Attorney 13
General; 14
(e) The Commissioner of Corrections; 15
(f) The State Health Officer; 16
(g) The Executive Director of the Mississippi 17
Development Authority; 18

(h) The Executive Director of the Mississippi Home 19
Corporation; 20
(i) The Executive Director of Human Services; 21
(j) A representative from the Mississippi Association 22
of Housing and Redevelopment Officials; 23
(k) A representative from the Mississippi Association 24
of Community Mental Health Centers; 25
(l) A representative from Disability Rights 26
Mississippi; 27
(m) A representative from the Mississippi Association 28
of Affordable Housing Providers; and 29
(n) An individual residing in housing provided by the 30
Special Needs Housing Program, to be selected jointly by the 31
National Alliance on Mental Illness (NAMI) Mississippi and the 32
Mississippi Association of Community Mental Health Centers after 33
the program is fully operational. 34
(2) The Mississippi Home Corporation shall provide 35
administrative support to the council. 36
(3) The council shall be tasked with cooperating and 37
assisting the Mississippi Home Corporation in the creation and 38
administration of a Special Needs Housing Program. The program 39
must provide for bridge funding and stable supported 40
community-integrated housing for individuals with mental illness, 41
intellectual and developmental disabilities, and other populations 42
with special needs, as may be defined by the council. Other 43

populations identified by the council may include, but are not 44
limited to, persons re-entering society following an 45
incarceration, persons with HIV/AIDS, homeless persons and 46
families, and other similarly identified individuals and families 47
with special needs, as defined by the council. 48
(4) Funds necessary for the support of the council and the 49
Special Needs Housing Program must be provided from the 50
Mississippi Affordable Housing Development Fund, as authorized 51
under Section 43-33-759, or by a dedicated sustainable funding 52
source, or both. 53
SECTION 2. Section 1 of this act shall be codified as a new 54
section in Chapter 33, Title 43, Mississippi Code of 1972. 55
SECTION 3. This act shall take effect and be in force from 56
and after July 1, 2026. 57
