HOUSE BILL NO. 1148

AN ACT MAKING AN APPROPRIATION TO THE GOVERNING AUTHORITIES 1
OF THE CITY OF CARTHAGE TO ASSIST IN PAYING COSTS ASSOCIATED WITH 2
CERTAIN PROGRAMS AND PROJECTS FOR THE CARTHAGE POLICE DEPARTMENT 3
FOR THE FISCAL YEAR 2027. 4
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 5
SECTION 1. The following sum, or so much of it as may be 6
necessary, is appropriated out of any money in the State General 7
Fund not otherwise appropriated, to the governing authorities of 8
the City of Carthage, Mississippi, to assist in paying costs 9
associated with certain programs and projects for the Carthage 10
Police Department as described in Section 2 of this act for the 11
fiscal year beginning July 1, 2026, and ending June 30, 2027...... 12

SECTION 2. The money appropriated by Section 1 of this act 14
shall be used by the governing authorities of Carthage for the 15
following programs and projects for the Carthage Police 16
Department: 17
(a) Crime prevention programs.............. $ 325,000.00 18

(i) Acquiring, installing and operating license 19
plate readers and live cameras in and around the city, focusing on 20
high crime areas, high traffic areas, public parks and schools; 21
and 22
(ii) Acquiring and using the Evidence IQ device, 23
which can test spent cartridges from crime scenes against other 24
spent cartridges to determine patterns and/or weapons used. 25
(b) Police vehicles - purchasing two (2) Dodge Durango 26
SUVs equipped with light bars, cages and radios....... $ 105,000.00 27
TOTAL................................................. $ 430,000.00 28
SECTION 3. The money appropriated by this act shall be paid 29
by the State Treasurer out of any money in the State General Fund 30
not otherwise appropriated, upon warrants issued by the State 31
Fiscal Officer; and the State Fiscal Officer shall issue his or 32
her warrants upon requisitions signed by the proper person, 33
officer or officers in the manner provided by law. 34
SECTION 4. This act shall take effect and be in force from 35
and after July 1, 2026. 36
