HOUSE BILL NO. 122

AN ACT MAKING AN APPROPRIATION TO THE CITY OF NATCHEZ FOR THE 1
PURPOSE OF PROVIDING FUNDING FOR THE CONCORD AVENUE DRAINAGE 2
IMPROVEMENT PROJECT FOR THE FISCAL YEAR 2027. 3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 4
SECTION 1. The following sum, or so much of it as may be 5
necessary, is appropriated out of any money in the State General 6
Fund not otherwise appropriated, to the City of Natchez, 7
Mississippi, for the purpose of providing funding to defray the 8
expenses of the Concord Avenue Drainage Improvement Project 9
described in Section 2 of this act for the fiscal year beginning 10
July 1, 2026, and ending June 30, 2027............ $ 2,263,275.00. 11
SECTION 2. The money appropriated by Section 1 of this act 12
shall be expended to defray the expenses of making improvements 13
that will improve drainage in the project area, including: 14
removal of existing surface; excavating existing material; 15
lowering existing street elevation; adding granular material; 16
asphalt surface; and adding curb and gutter and drainage pipes to 17
capture storm runoff and move it underground to a natural drainage 18

stream. The project shall be undertaken in three (3) phases, with 19
the construction cost of each phase being as follows: 20
(a) Phase I Construction Cost............ $ 829,660.00 21
(b) Phase II Construction Cost........... $ 716,807.50 22
(c) Phase III Construction Cost.......... $ 716,807.50 23
TOTAL ...................................... $ 2,263,275.00. 24
SECTION 3. The money appropriated by this act shall be paid 25
by the State Treasurer out of any money in the State General Fund 26
not otherwise appropriated, upon warrants issued by the State 27
Fiscal Officer; and the State Fiscal Officer shall issue the 28
warrants upon requisitions signed by the proper person, officer or 29
officers in the manner provided by law. 30
SECTION 4. This act shall take effect and be in force from 31
and after July 1, 2026. 32
