HOUSE BILL NO. 1355

AN ACT MAKING AN APPROPRIATION TO MARSHALL COUNTY TO ASSIST 1
IN PAYING COSTS ASSOCIATED WITH PLANNING, ENGINEERING AND 2
ENVIRONMENTAL NEEDS RELATED TO THE COMPLETION OF THE BYHALIA 3
RAILROAD BRIDGE PROJECT FOR THE FISCAL YEAR 2027. 4
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 5
SECTION 1. The following sum, or so much of it as may be 6
necessary, is appropriated out of any money in the State General 7
Fund not otherwise appropriated, to Marshall County, Mississippi, 8
to assist in paying costs associated with planning, engineering 9
and environmental needs related to the completion of the Byhalia 10
Railroad Bridge Project as described in Section 2 of this act for 11
the fiscal year beginning July 1, 2026, and ending June 30, 12
2027............................................. $ 800,000.00. 13
SECTION 2. The Byhalia Railroad Bridge Project consists of 14
the following: 15
(a) A bridge over the Burlington Northern Santa Fe 16
(BNSF) Railroad and Old Highway 78 with access ramps; 17
(b) A bridge over Byhalia Creek; 18

(c) Approximately 1.5 miles of two-lane road from Old 19
Highway 78 to Bubba Taylor Road, along with improvements to the 20
existing Bubba Taylor Roadway running to Mississippi Highway 309 21
south of I-269 to State Aid Standards; and 22
(d) A gravity sewer line and lift station along the new 23
right-of-way to improve drainage in the area west of Byhalia Creek 24
to the Byhalia High School and Bubba Taylor Road. 25
SECTION 3. The money appropriated by this act shall be paid 26
by the State Treasurer out of any money in the State General Fund 27
not otherwise appropriated, upon warrants issued by the State 28
Fiscal Officer; and the State Fiscal Officer shall issue the 29
warrants upon requisitions signed by the proper person, officer or 30
officers in the manner provided by law. 31
SECTION 4. This act shall take effect and be in force from 32
and after July 1, 2026. 33
