BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 17
SECTION 1. (1) There is created the Mississippi Legislative 18
District Project Allocation Program, which shall be administered 19
by the Department of Finance and Administration to provide funds 20
for public-purpose projects in legislative districts of the 21
members of the House of Representatives and the Senate within the 22
limit of funds appropriated for the program. Each member of the 23
Legislature may designate one or more eligible projects within his 24
or her district, subject to administrative review for legal and 25

fiscal compliance. Each member of the House is eligible for 26
annual district project funding in the amount of Two Hundred Fifty 27
Thousand Dollars ($250,000.00), and each member of the Senate is 28
eligible for annual district project funding in the amount of Five 29
Hundred Thousand Dollars ($500,000.00). 30
(2) Eligible uses for the funds may include, but shall not 31
be limited to: 32
(a) Local infrastructure and public facility 33
improvements; 34
(b) Public safety, emergency response, and disaster 35
mitigation projects; 36
(c) Workforce development, education, and job training 37
initiatives; 38
(d) Grants to governmental entities or nonprofit 39
organizations domiciled in the State of Mississippi; and 40
(e) Environmental conservation, resiliency, and 41
community enhancement projects. 42
(3) The Department of Finance and Administration shall 43
review all project designations solely for compliance with 44
applicable constitutional, statutory, and fiscal requirements. 45
Upon approval, the department shall disburse funds in accordance 46
with state procurement, contracting, and grant administration 47
laws. No member of the Legislature shall exercise control over 48
funds after project designation. 49

(4) The Department of Finance and Administration may 50
promulgate rules, guidelines, and procedures necessary to 51
administer the program, including documentation, certification, 52
and reporting requirements to ensure transparency and 53
accountability. All expenditures shall be subject to audit by the 54
Office of the State Auditor. 55
SECTION 2. This act shall take effect and be in force from 56
and after July 1, 2026. 57
