FUND; AND FOR RELATED PURPOSES. 13
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 14
SECTION 1. (1) There is created within the Department of 15
Public Safety the Critical Infrastructure Emergency Mapping Grant 16
Program to facilitate efficient emergency response by law 17
enforcement and other first responder agencies throughout the 18
State of Mississippi. 19
(2) The purpose of the program is to establish a verified, 20
standardized and accessible source of mapping data for critical 21
infrastructure that may be used by public safety agencies across 22

the state within existing public safety software platforms to 23
ensure rapid and coordinated response to emergency incidents. 24
(3) Subject to the availability of appropriated funds, 25
grants and other funding sources, the Department of Public Safety 26
shall administer the program. 27
(4) A municipality, county or state law enforcement agency 28
may apply for a grant under the program for services to produce 29
critical incident mapping data for one or more buildings or 30
campuses over which the agency has jurisdiction. The Department 31
of Public Safety shall determine the terms and conditions of each 32
grant awarded under the program. The department shall develop 33
instructions detailing how an agency seeking a grant under the 34
program may apply for the grant, the information and materials 35
that must be submitted in the grant application, and the specific 36
criteria for eligibility under the program. The application 37
instructions shall be made available on the department's website. 38
(5) All mapping data produced under this section shall meet 39
the following minimum requirements: 40
(a) Be produced in formats that conform to and 41
integrate with emergency response software platforms currently 42
used by public safety answering points and by local, state and 43
federal public safety agencies without requiring agencies to 44
utilize new software; 45
(b) Be printable, shareable electronically, and 46
integrable into mobile platforms; 47

(c) Be verified for accuracy through on-site 48
walk-throughs by entity producing the data; 49
(d) Be oriented to true north and include X, Y and 50
Z-axis data; 51
(e) Include interior floor plans overlaid on verified 52
aerial imagery; 53
(f) Include detailed site-specific labels; 54
(g) Include exterior grounds and access features; and 55
(h) Be provided permanently at no cost beyond initial 56
production. 57
(6) There is created in the State Treasury a special fund to 58
be designated as the Critical Infrastructure Emergency Mapping 59
Grant Fund. The special fund shall consist of monies appropriated 60
by the Legislature for funding the program, and any other monies 61
that are made available for the purpose of the program. Monies in 62
the fund shall be expended by the Department of Public Safety, 63
upon appropriation by the Legislature, for the purpose of the 64
program. Unexpended amounts remaining in the special fund at the 65
end of a fiscal year shall not lapse into the State General Fund, 66
and any interest earned on amounts in the special fund shall be 67
deposited to the credit of the fund. 68
SECTION 2. This act shall take effect and be in force from 69
and after July 1, 2026. 70
