AN ACT TO REQUIRE THE MISSISSIPPI DEPARTMENT OF WILDLIFE, 1
FISHERIES AND PARKS TO DEVELOP AN ELECTRONIC HARVEST REPORTING 2
PROGRAM FOR WHITE-TAILED DEER; AND FOR RELATED PURPOSES. 3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 4
SECTION 1. (1) (a) The Mississippi Department of Wildlife, 5
Fisheries and Parks shall develop, implement and regulate a 6
mandatory harvest reporting program for white-tailed deer in order 7
to collect and compile harvest data of such quality and quantity 8
as to be able to assist the Legislature and the Commission on 9
Wildlife, Fisheries and Parks in formulating the wildlife resource 10
conservation policy for the State of Mississippi. The harvest 11
reporting program required by this section must be a system that 12
is simple and usable by all sportsmen so as to promote compliance 13
and accurate reporting. The program may include, but need not be 14
limited to, means such as a mobile smart phone application, online 15
web-based reporting or other electronic or digital methods that 16
promote ease of use by sportsmen. 17

(b) The department may establish a tagging and 18
reporting program for turkey. 19
(c) The department shall provide an annual report on 20
the harvest reporting program to the Wildlife, Fisheries and Parks 21
Committees of the Senate and House of Representatives. 22
(2) (a) A person who violates any law or regulation 23
implementing and/or regulating the harvest reporting program is 24
guilty of a Class II violation, and is subject to the fines 25
provided in Section 49-7-143. 26
(b) Each deer or turkey taken or possessed in violation 27
of the harvest reporting program is a separate offense. 28
(3) (a) A person convicted of a first violation of the 29
harvest reporting and tagging program shall be assessed and 30
administrative fee of not less than One Hundred Dollars ($100.00), 31
nor more than Five Hundred Dollars ($500.00), which shall be 32
imposed and collected upon conviction. A person convicted of a 33
second or subsequent violation shall be assessed an administrative 34
fee of not less than Five Hundred Dollars ($500.00), nor more than 35
One Thousand Dollars ($1,000.00), which shall be imposed and 36
collected upon conviction. 37
(b) The clerk of the court shall collect and deposit 38
the administrative fees with the State Treasurer, in the same 39
manner and in accordance with the same procedure, as nearly as 40
practicable, as required for the collection and deposit of state 41
assessments under Section 99-19-73. 42

(c) The administrative fees shall be credited to the 43
Department of Wildlife, Fisheries and Parks and may be expended by 44
the department upon appropriation by the Legislature. 45
SECTION 2. Funds appropriated to the Mississippi Department 46
of Wildlife, Fisheries and Parks may not be expended on the 47
harvest reporting program established in Section 1 of this act.48
SECTION 3. This act shall take effect and be in force from 49
and after July 1, 2026. 50
