SERVICE BUREAU FACILITY, AND ANY IMPROVEMENTS THEREON, LOCATED IN 5
LAUDERDALE COUNTY, MISSISSIPPI, TO COMPASS DATACENTERS JAN I LLC; 6
AND FOR RELATED PURPOSES. 7
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 8
SECTION 1. (1) The Department of Finance and 9
Administration, acting on behalf of the Mississippi Department of 10
Public Safety, hereinafter DPS, shall sell and convey the facility 11
currently used by and for the benefit of the Highway Safety Patrol 12
as its Troop H headquarters and Driver Service Bureau facility, 13
and any improvements thereon, located in Lauderdale County, 14
Mississippi, to COMPASS DATACENTERS JAN I LLC, a Delaware limited 15
liability company, with the property being more particularly 16
described as follows: Property located at 910 Highway 11 and 80, 17
Meridian, Lauderdale County, Mississippi; Parcel-# 18
081020000000000402/PPIN# 49049 consisting of approximately 8.85 19
acres and all structures and improvements. 20

(2) The real property and improvements described in 21
subsection (1) of this section shall not be purchased for an 22
amount less than the current fair market value as determined by 23
the average of two (2) appraisals by qualified appraisers, at 24
least one (1) of whom shall be selected by the Department of 25
Public Safety, and both of whom shall be certified and licensed by 26
the Mississippi Real Estate Appraiser Licensing and Certification 27
Board. 28
(3) Compass shall pay any and all closing costs related to 29
the acquisition of this property. 30
(4) The Department of Public Safety may correct any 31
discrepancies in the legal descriptions of the property or 32
purchasing entity provided in these sections. 33
(5) The newly reconstructed facility shall be known as the 34
"Charles Young, Sr., facility." 35
SECTION 2. This act shall take effect and be in force from 36
and after its passage. 37
