HOUSE BILL NO. 1846

AN ACT MAKING AN APPROPRIATION TO THE BOARD OF TRUSTEES OF 1
STATE INSTITUTIONS OF HIGHER LEARNING TO ASSIST IN PAYING THE 2
COSTS ASSOCIATED WITH THE CONSTRUCTION OF AN ATHLETIC STADIUM WITH 3
A MINIMUM COMBINED SEATING AND STANDING CAPACITY OF 40,000 FOR 4
JACKSON STATE UNIVERSITY TO HOST THE UNIVERSITY'S SPORTING EVENTS, 5
FOR THE FISCAL YEAR 2027. 6
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 7
SECTION 1. The following sum, or so much of it as may be 8
necessary, is appropriated out of any money in the State General 9
Fund not otherwise appropriated, to the Board of Trustees of State 10
Institutions of Higher Learning to assist in paying the costs 11
associated with the construction of an athletic stadium with a 12
minimum combined seating and standing capacity of forty thousand 13
(40,000) for Jackson State University to host the university's 14
sporting events, including, but not limited to, making upgrades to 15
infrastructure and real property under and around the stadium, for 16
the fiscal year beginning July 1, 2026, and ending June 30, 2027 17

SECTION 2. The following sum, or so much of it as may be 19
necessary, is appropriated out of any money in the State Treasury 20

to the credit of the Capital Expense Fund not otherwise 21
appropriated, to the Board of Trustees of State Institutions of 22
Higher Learning to assist in paying the costs associated with the 23
construction of an athletic stadium with a minimum combined 24
seating and standing capacity of forty thousand (40,000) for 25
Jackson State University to host the university's sporting events, 26
including, but not limited to, making upgrades to infrastructure 27
and real property under and around the stadium, for the fiscal 28
year beginning July 1, 2026, and ending June 30, 2027............. 29

SECTION 3. The money appropriated by Section 1 of this act 31
shall be paid by the State Treasurer out of any money in the State 32
General Fund not otherwise appropriated, and the money 33
appropriated by Section 2 of this act shall be paid by the State 34
Treasurer out of any money in the State Treasury to the credit of 35
the Capital Expense Fund not otherwise appropriated, upon warrants 36
issued by the State Fiscal Officer; and the State Fiscal Officer 37
shall issue his or her warrants upon requisitions signed by the 38
proper person, officer or officers in the manner provided by law. 39
SECTION 4. This act shall take effect and be in force from 40
and after July 1, 2026. 41
