AN ACT MAKING AN APPROPRIATION FROM SPECIAL FUNDS IN THE 1
STATE TREASURY FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF THE 2
STATE BOARD OF REGISTRATION FOR FORESTERS FOR THE FISCAL YEAR 3
2027. 4
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 5
SECTION 1. The following sum, or so much thereof as may be 6
necessary, is hereby appropriated out of any money in the State 7
Treasury to the credit of the State Board of Registered Foresters 8
Fund, for the purpose of defraying the expenses of the State Board 9
of Registration for Foresters for the fiscal year beginning 10
July 1, 2026, and ending June 30, 2027......... $ 69,247.00. 11
SECTION 2. It is the intention of the Legislature that the 12
State Board of Registration for Foresters shall maintain complete 13
accounting and personnel records related to the expenditure of all 14
funds appropriated under this act and that such records shall be 15
in the same format and level of detail as maintained for Fiscal 16
Year 2026. It is further the intention of the Legislature that 17
the agency's budget request for Fiscal Year 2028 shall be 18
submitted to the Joint Legislative Budget Committee in a format 19

and level of detail comparable to the format and level of detail 20
provided during the Fiscal Year 2027 budget request process. 21
SECTION 3. It is the intention of the Legislature that 22
whenever two (2) or more bids are received by this agency for the 23
purchase of commodities or equipment, and whenever all things 24
stated in such received bids are equal with respect to price, 25
quality and service, the Mississippi Industries for the Blind 26
shall be given preference. A similar preference shall be given to 27
the Mississippi Industries for the Blind whenever purchases are 28
made without competitive bids. 29
SECTION 4. It is the intention of the Legislature that the 30
funds herein appropriated shall be expended in compliance with 31
Section 27-104-25, Mississippi Code of 1972, that no state agency 32
shall incur obligations or indebtedness in excess of their 33
appropriation and that the responsible officers, either personally 34
or upon their official bonds, shall be held responsible for 35
actions contrary to this provision. 36
SECTION 5. Of the fund appropriated under the provisions of 37
Section 1 of this act, Eighteen Thousand Six Hundred Twenty-six 38
Dollars ($18,626.00) is provided for database upgrades and other 39
improvements to the board's licensing system. 40
SECTION 6. The money herein appropriated shall be paid by 41
the State Treasurer out of any money in the State Treasury to the 42
credit of the proper fund or funds as set forth in this act, upon 43
warrants issued by the State Fiscal Officer; and the State Fiscal 44

Officer shall issue his warrants upon requisitions signed by the 45
proper person, officer or officers, in the manner provided by law. 46
SECTION 7. This act shall take effect and be in force from 47
and after July 1, 2026. 48
