BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 11
SECTION 1. The following sums, or so much thereof as may be 12
necessary, are appropriated out of any money in the State General 13
Fund not otherwise appropriated, for the purpose of paying 14
salaries, mileage, insurance, matching funds and the daily expense 15
allowance of the members of the Legislature for the Regular 16
Session of 2027 and providing contingent funds for the House of 17
Representatives and Senate for the fiscal year beginning 18
July 1, 2026, and ending June 30, 2027, as follows: 19

Out of the above amount appropriated for the Contingent Fund 26
for the House of Representatives, not more than Fifteen Thousand 27
Dollars ($15,000.00) shall be expended for defraying the expenses 28
of and for the use of the members of the Mississippi Commission on 29
Interstate Cooperation, as created under Section 5-5-1 et seq., 30

The Joint Legislative Reapportionment Committee shall 54
prepare, publish and provide semiannual reports to each member of 55
the Legislature and such reports shall provide a line-by-line 56
detailed accounting of all receipts and expenditures of any and 57
all monies appropriated by the Legislature to the Joint 58
Legislative Reapportionment Committee. Any meetings of the Joint 59
Legislative Reapportionment Committee shall be held in state 60
offices or at publicly owned facilities. 61
SECTION 2. The following sums, or so much thereof as may be 62
necessary, is appropriated out of any money in the State General 63
Fund not otherwise appropriated, for the purpose of paying the 64
monthly expense allowance of the members of the Legislature, as 65
provided in Section 5-1-41, Mississippi Code of 1972, for the 66
fiscal year beginning July 1, 2026, and ending June 30, 2027, as 67
follows: 68

SECTION 3. The following sum, or so much thereof as may be 71
necessary is appropriated out of any money in the State General 72

state's share of various assessments for the fiscal year beginning 74

SECTION 4. The following sum, or so much thereof as may be 83
necessary, is appropriated out of any money in the State Treasury 84
to the credit of the joint operations of the House of 85
Representatives and the Senate not otherwise appropriated, for the 86
fiscal year beginning July 1, 2026, and ending June 30, 2027...... 87

SECTION 5. It is the intention of the Legislature that 89
whenever two (2) or more bids are received by this Legislature for 90
the purchase of commodities or equipment, and whenever all things 91
stated in such received bids are equal with respect to price, 92
quality and service, the Mississippi Industries for the Blind 93
shall be given preference. A similar preference shall be given to 94
the Mississippi Industries for the Blind whenever purchases are 95
made without competitive bids. 96

SECTION 6. None of the funds appropriated under the 97
provisions of this act may be used to pay or reimburse any 98
expenses of out-of-state travel for any member or employee of the 99
House of Representatives without prior approval of the House 100
Management Committee or for any member or employee of the Senate 101
without prior approval of the Senate Rules Committee. 102
SECTION 7. Of the funds provided herein, the Clerk of the 103
Mississippi House of Representatives and the Secretary of the 104
Mississippi Senate may transfer funds between accounts for their 105
respective chambers which are administered by the Mississippi 106
House of Representatives and the Mississippi Senate. 107
SECTION 8. The following sum, or so much thereof as may be 108
necessary, is appropriated out of any money in the State Treasury 109
to the credit of the Capital Expense Fund, as created in Section 110
27-103-303, Mississippi Code of 1972, and allocated in a manner as 111
determined by the State Treasurer, for the purpose of defraying 112
the expenses of the Senate for the fiscal year beginning July 1, 113
2026, and ending June 30, 2027..................... $ 250,000.00. 114
SECTION 9. The following sum, or so much thereof as may be 115
necessary, is appropriated out of any money in the State Treasury 116
to the credit of the Capital Expense Fund, as created in Section 117
27-103-303, Mississippi Code of 1972, and allocated in a manner as 118
determined by the State Treasurer, for the purpose of defraying 119
the expenses of the Joint Legislative Budget Committee for the 120
fiscal year beginning July 1, 2026, and ending June 30, 2027...... 121

SECTION 10. The following sum, or so much thereof as may be 123
necessary, is appropriated out of any money in the State Treasury 124
to the credit of the Capital Expense Fund, as created in Section 125
27-103-303, Mississippi Code of 1972, and allocated in a manner as 126
determined by the State Treasurer, for the purpose of defraying 127
the expenses of the Joint Legislative Reapportionment Committee, 128
for the fiscal year beginning July 1, 2026, and ending June 30, 129
2027............................................... $ 120,000.00. 130
SECTION 11. The following sum, or so much thereof as may be 131
necessary, is appropriated out of any money in the State Treasury 132
to the credit of the Capital Expense Fund, as created in Section 133
27-103-303, Mississippi Code of 1972, and allocated in a manner as 134
determined by the State Treasurer, for the purpose of defraying 135
the expenses of the Joint Legislative Committee on Performance 136
Evaluation and Expenditure Review. These funds are made available 137
for and shall provide a final report that will summarize how many 138
districts statewide meet each benchmark and how Mississippi 139
districts compare overall to regional and national peers on key 140
performance indicators. The report shall also compile 141
implementation strategies for all Mississippi public schools of 142
instruction, transportation, operations, nutrition, information 143
technology, human resources, finance and supply chain programs, to 144
be provided to the committee by January 1, 2027, for the 145

committee for the fiscal year beginning July 1, 2026, and ending 146

SECTION 12. The following sum, or so much thereof as may be 148
necessary, is reappropriated out of any money in the General Fund 149
not otherwise appropriated for the House of Representatives for 150
the purpose of reauthorizing the expenditure of General Funds as 151
authorized in House Bill 35, 2025 First Extraordinary Session, for 152
the fiscal year beginning July 1, 2026, and ending June 30, 2027.. 153

Notwithstanding the amount reappropriated under this section, 155
the amount that may be expended under the authority of this 156
section, shall not exceed the unexpended balance of the funds 157
remaining as of June 30, 2026, from the amount authorized for the 158
previous fiscal year. In addition, this reappropriation shall not 159
change the purpose for which the funds were originally authorized. 160
SECTION 13. The following sum, or so much thereof as may be 161
necessary, is reappropriated out of any money in the General Fund 162
not otherwise appropriated for the Senate for the purpose of 163
reauthorizing the expenditure of General Funds as authorized in 164
House Bill 35, 2025 First Extraordinary Session, for the fiscal 165
year beginning July 1, 2026, and ending June 30, 2027............. 166

Notwithstanding the amount reappropriated under this section, 168
the amount that may be expended under the authority of this 169
section, shall not exceed the unexpended balance of the funds 170

necessary, is hereby reappropriated out of any money in the State 175
General Fund not otherwise appropriated, for the joint operations 176
of the House of Representatives and the Senate for the purpose of 177
reauthorizing the expenditure of State General Funds, as 178
authorized in House Bill 35, 2025 First Extraordinary Session, for 179
the fiscal year beginning July 1, 2026, and ending June 30, 2027.. 180

Notwithstanding the amount reappropriated under this section, 182
the amount that may be expended under the authority of this 183
section, shall not exceed the unexpended balance of the funds 184
remaining as of June 30, 2026, from the amount authorized for the 185

change the purpose for which the funds were originally authorized. 187
SECTION 15. The following sum, or so much thereof as may be 188
necessary, is hereby reappropriated out of any money in the State 189
General Fund not otherwise appropriated, for the Joint Legislative 190
Reapportionment Committee for the purpose of reauthorizing the 191
expenditure of State General Funds, as authorized in House Bill 192
35, 2025 First Extraordinary Session, for the fiscal year 193
beginning July 1, 2026, and ending June 30, 2027... $ 175,000.00. 194

Notwithstanding the amount reappropriated under this section, 195
the amount that may be expended under the authority of this 196
section, shall not exceed the unexpended balance of the funds 197
remaining as of June 30, 2026, from the amount authorized for the 198
previous fiscal year. In addition, this reappropriation shall not 199
change the purpose for which the funds were originally authorized. 200
SECTION 16. The following sum, or so much thereof as may be 201
necessary, is hereby reappropriated out of any money in the State 202
General Fund not otherwise appropriated, for the Joint Legislative 203
Budget Committee for the purpose of reauthorizing the expenditure 204
of State General Funds, as authorized in House Bill 35, 2025 First 205
Extraordinary Session, for the fiscal year beginning July 1, 2026, 206
and ending June 30, 2027........................... $ 500,000.00. 207
Notwithstanding the amount reappropriated under this section, 208
the amount that may be expended under the authority of this 209
section, shall not exceed the unexpended balance of the funds 210
remaining as of June 30, 2026, from the amount authorized for the 211
previous fiscal year. In addition, this reappropriation shall not 212
change the purpose for which the funds were originally authorized. 213
SECTION 17. The following sum, or so much thereof as may be 214
necessary, is reappropriated out of any money in the Capital 215
Expense Fund not otherwise appropriated for the Joint Legislative 216
Budget Committee for the purpose of reauthorizing the expenditure 217
of Capital Expense Funds, as authorized in House Bill 35, 2025 218
First Extraordinary Session, to defray expenses of the Committee 219

General Fund not otherwise appropriated, for the Joint Legislative 237
Committee on Performance Evaluation and Expenditure Review for the 238
purpose of reauthorizing the expenditure of State General Funds, 239
as authorized in House Bill 35, 2025 First Extraordinary Session, 240
for the fiscal year beginning July 1, 2026, and ending June 30, 241

Notwithstanding the amount reappropriated under this section, 243
the amount that may be expended under the authority of this 244

SECTION 19. The following sum, or so much thereof as may be 249
necessary, is reappropriated out of any money in the Capital 250
Expense Fund not otherwise appropriated for the Joint Legislative 251
Committee on Performance Evaluation and Expenditures Review for 252
the purpose of reauthorizing the expenditure of Capital Expense 253
Funds, as authorized in House Bill 35, 2025 First Extraordinary 254
Session, to defray expenses of the Committee for the fiscal year 255
beginning July 1, 2026, and ending June 30, 2027... $ 120,000.00. 256
Notwithstanding the amount reappropriated under this section, 257
the amount that may be expended under the authority of this 258
section, shall not exceed the unexpended balance of the funds 259
remaining as of June 30, 2026, from the amount authorized for the 260
previous fiscal year. In addition, this reappropriation shall not 261
change the purpose for which the funds were originally authorized. 262
SECTION 20. The money herein appropriated shall be paid by 263
the State Treasurer out of any money in the State Treasury to the 264
credit of the proper fund or funds as set forth in this act, upon 265
warrants issued by the State Fiscal Officer; and the State Fiscal 266
Officer shall issue warrants upon requisitions signed by the 267
proper person, officer or officers, in the manner provided by law. 268
