AN ACT MAKING A REAPPROPRIATION TO THE DEPARTMENT OF FINANCE 1
AND ADMINISTRATION TO REAUTHORIZE THE EXPENDITURE OF CAPITAL 2
EXPENSES AND SPECIAL FUNDS PREVIOUSLY APPROPRIATED FOR 3
CONSTRUCTION AND/OR REPAIR AND RENOVATION PROJECTS AT VARIOUS 4
STATE AGENCIES AND INSTITUTIONS, FOR FISCAL YEAR 2027. 5
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 6
SECTION 1. The following sum, or so much thereof as may be 7
necessary, is reappropriated out of any money in the State 8
Treasury to the credit of Fund No. 3393100000 to the Department of 9
Finance and Administration, acting through the Bureau of Building, 10
Grounds and Real Property Management, for the purpose of 11
reauthorizing the expenditure of funds previously appropriated for 12
construction and/or repair and renovation projects at various 13
state agencies and institutions, as authorized in HB 40, 2025 14
First Extraordinary Session; HB 1816, 2024 Regular Session; and HB 15
1643, 2023 Regular Session, for the fiscal year beginning July 1, 16
2026, and ending June 30, 2027................... $ 75,039,361.00. 17
This reappropriation is made for the purpose of reauthorizing 18
the expenditure of Special Funds for construction and/or repair 19

and renovation projects at various state agencies and institutions 20
that had been authorized by the Legislature in prior fiscal years. 21
Notwithstanding the amount reappropriated under this section, 22
the amount that may be expended under the authority of this 23
section shall not exceed the unexpended balance of the funds 24
remaining as of June 30, 2026, from the amount authorized for the 25
previous fiscal year. In addition, this reappropriation shall not 26
change the purpose for which the funds were originally authorized. 27
SECTION 2. The following sum, or so much thereof as may be 28
necessary, is reappropriated out of any money in the State 29

This reappropriation is made for the purpose of reauthorizing 62
the expenditure of Special Funds previously appropriated by the 63
Legislature in prior fiscal years for construction and/or repair 64
and renovation projects at the Institutions of Higher Learning and 65
Community and Junior Colleges and various state agencies and 66

properties, universities, and community colleges. Notwithstanding 88
the amount reappropriated under this section, the amount that may 89
be expended under the authority of this section shall not exceed 90
the unexpended balance of funds remaining as of June 30, 2026, 91

properties, universities, and community colleges. 109
Notwithstanding the amount reappropriated under this section, 110

the expenditure of Capital Expense Funds previously appropriated 128
by the Legislature in prior fiscal years for upgrades and 129
renovation of the water treatment facility at the Alcorn State 130

Notwithstanding the amount reappropriated under the 132
provisions of this section, in no event shall the amount expended 133
exceed the unexpended balance as of June 30, 2026, or change the 134
purpose of which the funds were originally authorized. In 135
addition, this reappropriation shall not change the purpose for 136
which the funds were originally authorized. 137
SECTION 7. The following sum, or so much thereof as may be 138
necessary, is reappropriated out of any money in the State 139
Treasury to the credit of Fund No. 6493200000 to the Department of 140
Finance and Administration, acting through the Bureau of Building, 141

Notwithstanding the amount reappropriated under this section, 173
the amount that may be expended under the authority of this 174
section shall not exceed the unexpended balance of the funds 175
remaining as of June 30, 2026, from the amount authorized for the 176
previous fiscal year. In addition, this reappropriation shall not 177
change the purpose for which the funds were originally authorized. 178
SECTION 9. The following sum, or so much thereof as may be 179

Bureau of Building - FY 2027.
SECTION 25. The Bureau of Building, Grounds and Real 539
Property Management of the Office of General Services is expressly 540
authorized and empowered to receive, budget and expend any state, 541
local or other source funds designated for supplemental funding of 542
construction and/or repair and renovation projects. 543
SECTION 26. The money herein appropriated shall be paid by 544
the State Treasurer out of any money in the State Treasury to the 545
credit of the proper fund or funds as set forth in this act, upon 546
warrants issued by the State Fiscal Officer; and the State Fiscal 547
Officer shall issue his warrants upon requisitions signed by the 548
proper person, officer or officers, in the manner provided by law. 549
SECTION 27. This act shall take effect and be in force from 550
and after July 1, 2026. 551
