AN ACT MAKING AN ADDITIONAL APPROPRIATION OF CAPITAL EXPENSE 1
FUNDS, AND SPECIAL FUNDS FOR FISCAL YEARS 2026 AND 2027 TO DEFRAY 2
THE EXPENSES OF THE GOVERNOR'S OFFICE DIVISION OF MEDICAID; THE 3

AGRICULTURE AND COMMERCE; THE OFFICE OF THE ATTORNEY GENERAL; AND 5
THE MISSISSIPPI DEVELOPMENT AUTHORITY; THE MISSISSIPPI VETERANS 6
AFFAIRS BOARD; THE BOARD OF ANIMAL HEALTH; THE MISSISSIPPI 7
EMERGENCY MANAGEMENT AGENCY; AND FOR RELATED PURPOSES. 8
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 9
SECTION 1. In addition to all other sums herein appropriated, 10
the following sum, or so much thereof as may be necessary, is 11
appropriated out of any money to the credit of the Capital Expense 12
Fund, and allocated in a manner as determined by the Treasurer's 13
Office to defray the expenses of the Office of the 14
Governor-Division of Medicaid for the period beginning upon 15
passage of this act and through the fiscal year ending June 30, 16
2027.............................................. $ 35,000,000.00. 17
This additional appropriation is made for the purpose of 18
supporting the operations of the Office of the Governor-Division 19
of Medicaid. 20

SECTION 2. In addition to all other sums herein appropriated, 21
the following sum, or so much thereof as may be necessary, is 22
appropriated out of any money to the credit of the Capital Expense 23
Fund and allocated in a manner as determined by the Treasurer's 24
Office, to defray the expenses of the Department of Child 25
Protection Services for the period beginning upon passage of this 26
act, and ending June 30, 2027..................... $ 15,000,000.00. 27
This additional appropriation is made for the purpose of 28
defraying agency operational expenditures, including but not 29
limited to expenditures due to the increased number of children in 30
custody and in-home cases, out-of-state therapeutic placement 31
expenditures, temporary placement expenditures, foster board and 32
adoption subsidy expenditures. 33
SECTION 3. In addition to all other sums herein appropriated, 34
the following sum, or so much thereof as may be necessary, is 35
appropriated out of any money to the credit of the Capital Expense 36
Fund and allocated in a manner as determined by the Treasurer's 37
Office, to defray the expenses of the Department of Child 38
Protection Services for the period beginning upon passage of this 39
act, and ending June 30, 2027...................... $ 5,000,000.00. 40
This additional appropriation is made for the purpose of 41
repairs, renovations, and improvements at state-owned facilities 42
located in Harrison County, Mississippi, to be utilized for the 43
purposes defined in Section 43-15-12, Mississippi Code of 1972. 44

SECTION 4. In addition to all other sums herein appropriated, 45
the following sum, or so much thereof as may be necessary, is 46
appropriated out of any money to the credit of the Capital Expense 47
Fund, and allocated in a manner as determined by the Treasurer's 48
Office, to defray the expenses of the Department of Agriculture 49
and Commerce for the period beginning upon passage and ending June 50
30, 2027........................................... $ 1,496,000.00. 51
This additional appropriation is for the purpose of post-fire 52
cleanup at the Trade Mart and the insurance deductible. Any 53
reimbursement received shall be returned to the Capital Expense 54
Fund. 55
SECTION 5. In addition to all other sums herein appropriated, 56
the following sum, or so much thereof as may be necessary, is 57
appropriated out of any money to the credit of the Capital Expense 58
Fund, and allocated in a manner as determined by the Treasurer's 59
Office, to defray the expenses of paying for certain outside legal 60
assistance, expert witness fees, court fees, judgments and 61
settlement agreements incurred by the Office of the Attorney 62
General for the period beginning upon passage of this act and 63
ending June 30, 2027................................ $ 250,000.00 64
This additional appropriation is made for the purpose of 65
defraying outside legal counsel expenses associated with JMAA v. 66
Reeves, No. 3:16cv246-CWR-ASH (S.D. Miss.). 67
SECTION 6. In addition to all other sums herein appropriated, 68
the following sum, or so much thereof as may be necessary, is 69

appropriated out of any money to the credit of the Mississippi 70
Main Street Revitalization Grant Program Fund to the credit of the 71
Mississippi Development Authority and allocated in a manner as 72
determined by the Treasurer's Office, to defray the expenses of 73
the Mississippi Development Authority for the period beginning 74
upon passage of this act, and ending June 30, 2027................ 75

This additional appropriation is made for the purpose of 77
providing administrative support associated with operating the 78
Mississippi Main Street Revitalization Grant Program. 79
SECTION 7. In addition to all other sums herein 80
appropriated, the following sum, or so much thereof as may be 81
necessary, is appropriated out of any money to the credit of the 82
Capital Expense Fund, and allocated in a manner as determined by 83
the Treasurer's office, to defray the expenses of the Veterans 84
Affairs Board for the period beginning July 1, 2025, and ending 85
June 30, 2026.................................... $ 678,385.00. 86
This additional appropriation is for the purpose of defraying 87
expenses related to ACA penalty reimbursement. 88
SECTION 8. In addition to all other sums herein 89
appropriated, the following sum, or so much thereof as may be 90
necessary, is appropriated out of any money in the State Treasury 91
to the credit of the Board of Animal Health and allocated in a 92
manner as determined by the Treasurer's Office, to defray the 93

expenses of the Board of Animal Health for the period beginning 94
July 1, 2025, and ending June 30, 2026............ $ 5,234.00. 95
This additional appropriation is for the purpose of defraying 96
salary expenses related to outbreak response. 97
SECTION 9. In addition to all other sums herein 98
appropriated, the following sum, or so much thereof as may be 99
necessary, is appropriated out of any money in the State Treasury 100
to the credit of the State NG911 Fund to the Mississippi Emergency 101
Management Agency and allocated in a manner as determined by the 102
Treasurer's Office, to defray the expenses of the Mississippi 103
Emergency Management Agency for the period beginning July 1, 2025, 104
and ending June 30, 2026........................... $ 2,257,000.00. 105
This additional appropriation is for the purpose of defraying 106
expenses related to the start-up costs of the State NG911 program. 107
SECTION 10. The money appropriated by this act shall be paid 108
by the State Treasurer out of any money in the State Treasury to 109
the credit of the proper fund or funds as set forth in this act 110
not otherwise appropriated, upon warrants issued by the State 111
Fiscal Officer. The State Fiscal Officer shall issue warrants 112
upon requisitions signed by the proper person, officer or 113
officers, in the manner provided by law. 114
SECTION 11. This act shall take effect and be in force from 115
and after its passage. 116
