AN ACT TO REQUIRE ALL AGENCIES, DEPARTMENTS, INSTITUTIONS AND POLITICAL SUBDIVISIONS OF THE STATE THAT PROVIDE PROGRAMS OR SERVICES TO CHILDREN IN THIS STATE TO CREATE, ANNUALLY, AN ITEMIZED LIST OF THE PROGRAMS AND SERVICES PROVIDED TO CHILDREN; TO REQUIRE THAT THE LIST CONTAINS A DESCRIPTION OF THE PROGRAMS AND SERVICES, A RESOURCE MAPPING OF ALL FEDERAL AND STATE FUNDS RECEIVED, COSTS ASSOCIATED WITH THE PROGRAMS AND SERVICES, THE NUMBER OF CHILDREN SERVED BY THE PROGRAMS AND SERVICES, AND ANY PERFORMANCE MEASURES USED TO ASSESS THE PROGRAMS AND SERVICES; TO PROVIDE THAT THE ITEMIZED LISTS OF PROGRAMS AND SERVICES SHALL BE PROVIDED TO THE JOHN C. STENNIS INSTITUTE OF GOVERNMENT AT MISSISSIPPI STATE UNIVERSITY NOT LATER THAN SEPTEMBER 1 OF EACH YEAR; TO PROVIDE THAT THE STENNIS INSTITUTE SHALL COMPILE THE INFORMATION IN THOSE LISTS INTO ONE DOCUMENT, AND SHALL MAKE THE COMPILED INFORMATION AVAILABLE TO CERTAIN COMMITTEES OF THE LEGISLATURE BY DECEMBER 1 OF EACH YEAR; AND FOR RELATED PURPOSES.

INFORMATION IN THOSE LISTS INTO ONE DOCUMENT, AND SHALL MAKE THE 14
COMPILED INFORMATION AVAILABLE TO CERTAIN COMMITTEES OF THE 15
LEGISLATURE BY DECEMBER 1 OF EACH YEAR; AND FOR RELATED PURPOSES. 16
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 17
SECTION 1. (1) All agencies, departments, institutions and 18
political subdivisions of the state that provide programs or 19
services to children in this state shall create an itemized list 20
of the programs and services provided by that agency, department, 21
institution or political subdivision. The itemized list shall 22
provide the following information: 23
(a) A description of the programs and services, 24
categorized by program, target population and geographical region; 25

(b) An itemized resource map of all federal and state 26
funds received for the programs and services; 27
(c) The performance measures used to assess the 28
expenditure of those funds, the intended outcomes of the programs 29
and services and the actual outcomes of the programs and services; 30
(d) Any costs associated with operating the programs 31
and services; and 32
(e) The number of children served by the programs and 33
services. 34
(2) The agencies, departments, institutions and political 35
subdivisions shall provide the itemized lists of the programs and 36
services required by subsection (1) of this section to the John C. 37
Stennis Institute (Stennis Institute) of Government at Mississippi 38
State University not later than September 1 of each year, and the 39
Stennis Institute of Government shall compile the information in 40
those lists into one (1) document, organized both by programs and 41
services and by the agencies, departments, institutions and 42
political subdivisions providing the programs and services. The 43
Stennis Institute shall make the compiled information available to 44
the Chairperson and Vice Chairperson of the Appropriations, 45
Education and Public Health and Human Services Committees of the 46
Mississippi House of Representatives, and the Appropriations, 47
Education and Public Health and Welfare Committees of the 48
Mississippi Senate by December 1 of each year. 49

SECTION 2. This act shall take effect and be in force from 50
and after July 1, 2026. 51
