HOUSE BILL NO. 321

AN ACT MAKING AN APPROPRIATION TO THE BOARD OF SUPERVISORS OF 1
COAHOMA COUNTY TO ASSIST IN PAYING COSTS ASSOCIATED WITH MAKING 2
UPGRADES AND IMPROVEMENTS TO A PORTION OF RAILROAD TRACK AND LINE 3
RUNNING BETWEEN THE TOWN OF LULA AND THE UNINCORPORATED COMMUNITY 4
OF SWAN LAKE FOR THE FISCAL YEAR 2027. 5
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 6
SECTION 1. The following sum, or so much of it as may be 7
necessary, is appropriated out of any money in the State General 8
Fund not otherwise appropriated, to the Board of Supervisors of 9
Coahoma County, Mississippi, to assist in paying costs associated 10
with making upgrades and improvements to a portion of railroad 11
track and line running between the Town of Lula and the 12
unincorporated community of Swan Lake including, but not limited 13
to, removing and replacing standard crossties, switch ties, switch 14
stands and ballasts, improving road crossings, and reinforcing 15
railroad bridges, for the fiscal year beginning July 1, 2026, and 16
ending June 30, 2027................................. $5,000,000.00 17
SECTION 2. The money appropriated by this act shall be paid 18
by the State Treasurer out of any money in the State General Fund 19

not otherwise appropriated, upon warrants issued by the State 20
Fiscal Officer; and the State Fiscal Officer shall issue his or 21
her warrants upon requisitions signed by the proper person, 22
officer or officers in the manner provided by law. 23
SECTION 3. This act shall take effect and be in force from 24
and after July 1, 2026. 25
