HOUSE BILL NO. 331
AN ACT TO CREATE THE MISSISSIPPI CURRICULUM ALIGNMENT TASK 1
FORCE; TO PROVIDE FOR THE MEMBERS OF THE TASK FORCE; TO PROVIDE 2
THE DUTIES OF THE TASK FORCE; AND FOR RELATED PURPOSES. 3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 4
SECTION 1. (1) There is created the Mississippi Curriculum 5
Alignment Task Force to review and make recommendations on how to 6
align the curriculum at the secondary and post-secondary levels 7
throughout the state. 8
(2) The task force shall be composed of the following 9
members: 10
(a) The Executive Director of the Mississippi Community 11
College Board, or his or her designee; 12
(b) The Superintendent of the Mississippi Department of 13
Education, or his or her designee; 14
(c) The Executive Director of the Office of Workforce 15
Development, or his or her designee; 16

(d) Two (2) members who represent the community and 17
junior colleges, to be appointed by the Speaker of the House of 18
Representatives; 19
(e) Two (2) members who represent the Mississippi 20
Department of Education, to be appointed by the Lieutenant 21
Governor; 22
(f) Two (2) members from the Office of Workforce 23
Development, to be appointed by the Executive Director of the 24
Office of Workforce Development; 25
(g) The Chair of the Mississippi House of 26
Representatives Workforce Development Committee; 27
(h) The Chair of the Mississippi House of 28
Representatives Education Committee; 29
(i) The Chair of the Mississippi House of 30
Representatives Universities and Colleges Committee; 31
(j) The Chair of the Mississippi Senate Economic and 32
Workforce Development Committee; 33
(k) The Chair of the Mississippi Senate Education 34
Committee; and 35
(l) The Chair of the Mississippi Senate Universities 36
and Colleges Committee. 37
(3) The duties of the task force shall include the 38
following: 39

(a) Study the curriculum at the secondary and 40
post-secondary levels and determine the best ways to align those 41
curriculums so that the best interest of the students are met; 42
(b) Examine the high school experience and the 43
community college experience and determine what each experience 44
should incorporate; 45
(c) Analyze the Carnegie units currently required at 46
the secondary level and determine if those properly align with 47
what is best for each student enrolled in this state; 48
(d) Calculate the funding that would be necessary to 49
properly align the curriculum at the secondary and post-secondary 50
levels; and 51
(e) Determine what state law changes are needed, if 52
any, to align the curriculum at the secondary and post-secondary 53
levels. 54
(4) (a) Appointments to the task force shall be made within 55
thirty (30) days after the effective date of this act. Within 56
fifteen (15) days thereafter on a day to be designated jointly by 57
the Speaker of the House of Representatives and the Lieutenant 58
Governor, the task force shall meet and organize by selecting from 59
its membership a chair and a vice chair. The vice chair shall 60
also serve as secretary and shall be responsible for keeping all 61
records of the task force. A majority of the members of the task 62
force shall constitute a quorum. In the selection of its officers 63
and the adoption of rules, resolutions and reports, an affirmative 64

vote of a majority of the task force shall be required. All 65
members shall be notified in writing of all meetings, and those 66
notices shall be mailed at least fifteen (15) days before the date 67
on which a meeting is to be held. 68
(b) The task force shall meet at least once each month 69
and provide monthly reports to the Legislature on its activities. 70
(c) The task force shall make a final report of its 71
findings and recommendations, including any recommended 72
legislation, to the Legislature not later than December 1, 2026, 73
at which time the task force will be dissolved. 74
(5) Members of the task force shall receive no compensation 75
for their service on the task force, but may receive reimbursement 76
for mileage and actual expenses as provided in Section 25-3-41, to 77
the extent that funds are available for that purpose. 78
(6) The Mississippi Department of Education shall provide 79
the staff and other support necessary for the task force to 80
perform its duties. 81
(7) To effectuate the purposes of this act, any department, 82
division, board, bureau, committee, institution or agency of the 83
state, or any political subdivision thereof, shall, at the request 84
of the chairman of the task force, provide the facilities, 85
assistance, information and data needed to enable the task force 86
to carry out its duties. 87
SECTION 2. This act shall take effect and be in force from 88
and after its passage. 89
