AN ACT TO AUTHORIZE EMERGENCY MEDICAL TECHNICIANS CERTIFIED BY THE STATE DEPARTMENT OF HEALTH WHO ARE PART OF A LAW ENFORCEMENT AGENCY'S SPECIAL RESPONSE TEAM (SRT) OR SPECIAL WEAPONS AND TACTICS (SWAT) TEAM WHO HAVE UNDERGONE EXTENSIVE TRAINING AND CERTIFICATIONS WITHIN THE SCOPE OF TACTICAL EMERGENCY CASUALTY CARE (TECC) AND/OR TACTICAL COMBAT CASUALTY CARE (TCCC) TO PERFORM CERTAIN ADVANCED MEDICAL PROCEDURES UNDER MEDICAL CONTROL; TO BRING FORWARD SECTIONS 41-60-11 AND 41-60-13, MISSISSIPPI CODE OF 1972, WHICH RELATE TO EMERGENCY MEDICAL TECHNICIANS PROVIDING ADVANCED LIFE SUPPORT SERVICES, FOR THE PURPOSES OF POSSIBLE AMENDMENT; AND FOR RELATED PURPOSES.

TO PERFORM CERTAIN ADVANCED MEDICAL PROCEDURES UNDER MEDICAL 7
CONTROL; TO BRING FORWARD SECTIONS 41-60-11 AND 41-60-13, 8
MISSISSIPPI CODE OF 1972, WHICH RELATE TO EMERGENCY MEDICAL 9
TECHNICIANS PROVIDING ADVANCED LIFE SUPPORT SERVICES, FOR THE 10
PURPOSES OF POSSIBLE AMENDMENT; AND FOR RELATED PURPOSES. 11
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 12
SECTION 1. (1) Emergency medical technicians certified by 13
the State Department of Health who are part of a law enforcement 14
agency's Special Response Team (SRT) or Special Weapons and 15
Tactics (SWAT) Team who have undergone extensive training and 16
certifications within the scope of Tactical Emergency Casualty 17
Care (TECC) and/or Tactical Combat Casualty Care (TCCC), as 18
determined by the department, are authorized to perform advanced 19
medical procedures under medical control, including, but not 20
limited to, the following: 21

(a) Airway management by means of nasopharyngeal (NPA), 22
oropharyngeal (OPA), and/or supraglottic, with the usage of oxygen 23
blow-by, nasal cannula (NC), or bag valve mask (BVM); 24
(b) Relieving possible tension pneumothorax secondary 25
to trauma by means of chest needle decompression; 26
(c) Intravenous vascular access for fluid replacement, 27
fluid administration, and/or saline lock, in preparation for 28
higher level of care and/or medication administration from a 29
higher level provider; and 30
(d) Such other advanced medical procedures as specified 31
by the department. 32
(2) The State Board of Health shall adopt rules and 33
regulations to implement the provisions of this section. 34
SECTION 2. Section 41-60-11, Mississippi Code of 1972, is 35
brought forward as follows: 36
41-60-11. As used in Sections 41-59-29 through 41-59-37 and 37
Sections 41-60-11 and 41-60-13, unless the context otherwise 38
requires, the term: 39
(a) "Advanced life support" means a sophisticated level 40
of prehospital and interhospital emergency care which includes 41
basic life-support functions including cardiopulmonary 42
resuscitation (CPR), plus cardiac monitoring, cardiac 43
defibrillation, telemetered electrocardiography, administration of 44
antiarrhythmic agents, intravenous therapy, administration of 45
specific medications, drugs and solutions, use of adjunctive 46

ventilation devices, trauma care and other authorized techniques 47
and procedures. 48
(b) "Advanced life-support personnel" means persons 49
other than physicians engaged in the provision of advanced life 50
support, as defined and regulated by rules and regulations 51
promulgated by the board. 52
(c) "Emergency medical technician-advanced" means a 53
person specially trained in an advanced life-support training 54
program authorized by the Mississippi State Board of Health. 55
(d) "Emergency medical technician-paramedic" means a 56
person specially trained in an advanced life-support training 57
program authorized by the Mississippi State Board of Health. 58
(e) "Emergency medical technician-paramedic critical 59
care" means a person who (i) is licensed as a Mississippi 60
Emergency Medical Technician Paramedic, and (ii) has successfully 61
completed a critical care paramedic program recognized by the 62
Bureau of Emergency Medical Services and the Mississippi State 63
Department of Health. 64
(f) "Medical control" means directions and advice 65
provided from a centrally designated medical facility staffed by 66
appropriate personnel, operating under medical supervision, 67
supplying professional support through radio or telephonic 68
communication for on-site and in-transit basic and advanced 69
life-support services given by field and satellite facility 70
personnel. 71

SECTION 3. Section 41-60-13, Mississippi Code of 1972, is 72
brought forward as follows: 73
41-60-13. The Mississippi State Board of Health is 74
authorized to promulgate and enforce rules and regulations to 75
provide for the best and most effective emergency medical care, 76
and to comply with national standards for advanced life support. 77
Notwithstanding any other provision of law, advanced life support 78
personnel may be authorized to provide advanced life support 79
services as defined by rules and regulations promulgated by the 80
State Board of Health. Rules and regulations promulgated pursuant 81
to this authority shall, as a minimum: 82
(a) Define and authorize appropriate functions and 83
training programs for advanced life support trainees and 84
personnel; provided, that all such training programs shall meet or 85
exceed the performance requirements of the current training 86
program for the emergency medical technician-paramedic, developed 87
for the United States Department of Transportation. 88
(b) Specify minimum operational requirements which will 89
assure medical control over all advanced life support services. 90
(c) Specify minimum testing and certification 91
requirements and provide for continuing education and periodic 92
recertification for all advanced life support personnel. 93
SECTION 4. This act shall take effect and be in force from 94
and after July 1, 2026. 95
