HOUSE BILL NO. 4002

AN ACT MAKING AN APPROPRIATION TO THE BOARD OF SUPERVISORS OF 1
FORREST COUNTY TO ASSIST IN PAYING COSTS ASSOCIATED WITH MAKING 2
CRITICAL EMERGENCY-STAGING UPGRADES AT THE CENTER AT FORREST 3
COUNTY TO ENHANCE THE CENTER'S CAPABILITIES TO SERVE AS A 4
CENTRALIZED EMERGENCY STAGING SITE FOR THE FISCAL YEAR 2027. 5
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 6
SECTION 1. The following sum, or so much of it as may be 7
necessary, is appropriated out of any money in the State General 8
Fund not otherwise appropriated, to the Board of Supervisors of 9
Forrest County, Mississippi, to assist in paying costs associated 10
with making critical emergency-staging upgrades at The Center at 11
Forrest County to enhance the center's capabilities to serve as a 12
centralized emergency staging site, as described in Section 2 of 13
this act, for the fiscal year beginning July 1, 2026, and ending 14
June 30, 2027....................................... $ 2,000,000.00 15
SECTION 2. The funds appropriated by Section 1 of this act 16
shall be used for making infrastructure enhancements, installation 17
of a dedicated communication center, creation of additional 18

storage space, and making enhancements to ensure compliance with 19
the Americans with Disabilities Act. 20
SECTION 3. The money appropriated by this act shall be paid 21
by the State Treasurer out of any money in the State General Fund 22
not otherwise appropriated, upon warrants issued by the State 23
Fiscal Officer; and the State Fiscal Officer shall issue his or 24
her warrants upon requisitions signed by the proper person, 25
officer or officers in the manner provided by law. 26
SECTION 4. This act shall take effect and be in force from 27
and after July 1, 2026. 28
