HOUSE BILL NO. 4031

AN ACT MAKING AN APPROPRIATION TO THE BOARD OF TRUSTEES OF 1
STATE INSTITUTIONS TO PROVIDE FUNDING TO MISSISSIPPI VALLEY STATE 2
UNIVERSITY FOR CARRYING OUT THE PURPOSES OF THE STUDENT SUCCESS 3
AND WORKFORCE READINESS STRATEGY FOR THE FISCAL YEAR 2027. 4
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 5
SECTION 1. The following sum, or so much of it as may be 6
necessary, is appropriated out of any money in the State General 7
Fund not otherwise appropriated, to the Board of Trustees of State 8
Institutions to provide funding to Mississippi Valley State 9
University for carrying out the purposes of the Student Success 10
and Workforce Readiness Strategy, as described in Section 2 of 11
this act, for the fiscal year beginning July 1, 2026, and ending 12
June 30, 2027....................................... $ 2,500,000.00 13
SECTION 2. The funds appropriated by Section 1 of this act 14
shall be used by Mississippi Valley State University for carrying 15
out the purposes of the Student Success and Workforce Readiness 16
Strategy as follows: 17
(a) Modernizing its technology structure to strengthen 18
student performance, increase retention and graduation rates, 19

expand digital recruitment, and enhance workforce and career 20
readiness and outcomes................................ $ 728,000.00 21
(b) Investing in key personnel positions that directly 22
support retention, academic progress, and career readiness........ 23

SECTION 3. The money appropriated by this act shall be paid 26
by the State Treasurer out of any money in the State General Fund 27
not otherwise appropriated, upon warrants issued by the State 28
Fiscal Officer; and the State Fiscal Officer shall issue his or 29
her warrants upon requisitions signed by the proper person, 30
officer or officers in the manner provided by law. 31
SECTION 4. This act shall take effect and be in force from 32
and after July 1, 2026. 33
