HOUSE BILL NO. 4034

AN ACT MAKING AN APPROPRIATION TO THE GOVERNING AUTHORITIES 1
OF THE CITY OF GREENWOOD TO ASSIST IN PAYING COSTS ASSOCIATED WITH 2
THE ACQUISITION OF ESSENTIAL MUNICIPAL VEHICLES FOR CERTAIN CITY 3
DEPARTMENTS AND RETIRING OR REDUCING EXISTING LONG-TERM DEBT 4
OBLIGATIONS INCURRED TO ACQUIRE AND MAINTAIN MUNICIPAL VEHICLES 5
FOR THE FISCAL YEAR 2027. 6
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 7
SECTION 1. The following sum, or so much of it as may be 8
necessary, is appropriated out of any money in the State General 9
Fund not otherwise appropriated, to the governing authorities of 10
the City of Greenwood, Mississippi, to assist in paying costs 11
associated with the acquisition of essential municipal vehicles 12
for the Police Department, Fire Department, Public Works 13
Department and Wastewater Treatment Division, and retiring or 14
reducing existing long-term debt obligations incurred to acquire 15
and maintain municipal vehicles, as described in Section 2 of this 16
act, for the fiscal year beginning July 1, 2026, and ending June 17
30, 2027............................................ $ 2,000,000.00 18
SECTION 2. The funds appropriated by Section 1 of this act 19
shall be used as follows: 20

(a) One Million Dollars ($1,000,000.00) for the 21
acquisition of patrol and supervisory vehicles for the Police 22
Department; fire engines, support vehicles and command units for 23
the Fire Department; dump trucks and utility/service vehicles for 24
the Public Works Department; and vacuum trucks and maintenance 25
vehicles for the Wastewater Treatment Division; and 26
(b) One Million Dollars ($1,000,000.00) for retiring or 27
reducing existing bonds and department-generated loans that were 28
incurred to acquire and maintain vehicles for the departments and 29
division listed in paragraph (a) of this section. 30
SECTION 3. The money appropriated by this act shall be paid 31
by the State Treasurer out of any money in the State General Fund 32
not otherwise appropriated, upon warrants issued by the State 33
Fiscal Officer; and the State Fiscal Officer shall issue his or 34
her warrants upon requisitions signed by the proper person, 35
officer or officers in the manner provided by law. 36
SECTION 4. This act shall take effect and be in force from 37
and after July 1, 2026. 38
