HOUSE BILL NO. 4081

AN ACT MAKING AN APPROPRIATION TO ACCESS TRAINING, INC., IN 1
JACKSON FOR THE PURPOSE OF PROVIDING FINANCIAL ASSISTANCE FOR 2
STUDENTS THAT ARE TRAINING THERE FOR THE FISCAL YEAR 2027. 3
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 4
SECTION 1. The following sum, or so much of it as may be 5
necessary, is appropriated out of any money in the State General 6
Fund not otherwise appropriated, to Access Training, Inc., in 7
Jackson for the purpose of providing financial assistance for 8
students that are training there, as provided in Section 2 of this 9
act, for the fiscal year beginning July 1, 2026, and ending June 10
30, 2027...............................................$375,000.00 11
SECTION 2. The money appropriated by Section 1 of this act 12
shall be used by Access Training, Inc., to provide financial 13
assistance for students that are training there, as follows: 14
(a) Paying full or partial tuition and fees for 15
students training and stipends to support students during 16
training; 17

(b) Funding mentorship initiatives that connect 18
trainees with established professionals, promoting knowledge 19
transfer and community engagement; and 20
(c) Financing continuing education for current 21
healthcare providers to encourage specialization in areas most 22
needed in a community. 23
SECTION 3. The money appropriated by this act shall be paid 24
by the State Treasurer out of any money in the State General Fund 25
not otherwise appropriated, upon warrants issued by the State 26
Fiscal Officer; and the State Fiscal Officer shall issue his or 27
her warrants upon requisitions signed by the proper person, 28
officer or officers in the manner provided by law. 29
SECTION 4. This act shall take effect and be in force from 30
and after July 1, 2026. 31
