HOUSE BILL NO. 4103

AN ACT MAKING AN APPROPRIATION TO THE GOVERNING AUTHORITIES 1
OF THE CITY OF CARTHAGE TO ASSIST IN PAYING COSTS ASSOCIATED WITH 2
CERTAIN PURCHASES FOR THE POLICE DEPARTMENT FOR THE FISCAL YEAR 3
2027. 4
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 5
SECTION 1. The following sum, or so much of it as may be 6
necessary, is appropriated out of any money in the State General 7
Fund not otherwise appropriated, to the governing authorities of 8
the City of Carthage, Mississippi, to assist in paying costs 9
associated with certain purchases for the police department, as 10
described in Section 2 of this act, for the fiscal year beginning 11
July 1, 2026, and ending June 30, 2027................ $ 685,000.00 12
SECTION 2. The funds appropriated by Section 1 of this act 13
shall be used by the police department as follows: 14
(a) Purchasing and installing license plate reader and 15
live cameras and funding use of the Evidence IQ program and device 16

(b) Purchasing two (2) new equipped police vehicles.... 18

SECTION 3. The money appropriated by this act shall be paid 24
by the State Treasurer out of any money in the State General Fund 25
not otherwise appropriated, upon warrants issued by the State 26
Fiscal Officer; and the State Fiscal Officer shall issue his or 27
her warrants upon requisitions signed by the proper person, 28
officer or officers in the manner provided by law. 29
SECTION 4. This act shall take effect and be in force from 30
and after July 1, 2026. 31
