HOUSE BILL NO. 4117

AN ACT TO RESTORE THE RIGHT OF SUFFRAGE TO KYNOA TROTTER OF 1
PIKE COUNTY, MISSISSIPPI. 2
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 3
SECTION 1. The right of suffrage is hereby fully and 4
completely restored to Kynoa Trotter of Pike County, Mississippi, 5
who was disqualified as an elector as a result of his conviction 6
for the crime of Burglary Nonresidential on October 31, 2017, in 7
Pearl River County, Mississippi, for which he was sentenced to 8
serve seven (7) years in the custody of the Mississippi Department 9
of Corrections. On March 4, 2019, he was convicted for the crime 10
of Possession of a Firearm by a convicted felon in Walthall 11
County, Mississippi, for which he was sentenced to two (2) years 12
in the custody of the Mississippi Department of Corrections and 13
five (5) years probation under the supervision of the Mississippi 14
Department of Corrections. 15
He was discharged on May 19, 2020, due to expiration of 16
sentence. The Legislature is informed that he has since conducted 17

himself as a law-abiding and honorable citizen in a good and 18
lawful manner. 19
SECTION 2. This act shall take effect and be in force from 20
and after its passage. 21
