HOUSE BILL NO. 4144
AN ACT TO RESTORE THE RIGHT OF SUFFRAGE TO TONY QUALLS OF 1
HUMPHREYS COUNTY, MISSISSIPPI. 2
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 3
SECTION 1. The right of suffrage is hereby fully and 4
completely restored to Tony Qualls of Humphreys County, 5
Mississippi, who was disqualified as an elector as a result of his 6
conviction for the crime of Burglary-Vehicle on February 2, 2004, 7
in Washington County, for which he was sentenced to serve three 8
(3) years in the Intensive Supervision Program/House Arrest under 9
the supervision of the Mississippi Department of Corrections. On 10
July 6, 2007, he was convicted for the crime of 11
Burglary-Nonresidential and on August 17, 2007, he was convicted 12
of Burglary-Vehicle for which he was sentenced to serve four (4) 13
years in the custody of the Mississippi Department of Corrections, 14
with both sentences running concurrently. He was paroled on 15
November 11, 2008, and his sentence expired April 16, 2013. He 16
was convicted for the crime of Burglary-Nonresident on April 22, 17
2013, for which he was sentenced to serve three (3) years in the 18

custody of the Mississippi Department of Corrections, and one (1) 19
year supervised probation. 20
He was paroled on April 22, 2014, and discharged on March 28, 21
2015. The Legislature is informed that he has since conducted 22
himself as a law-abiding and honorable citizen in a good and 23
lawful manner. 24
SECTION 2. This act shall take effect and be in force from 25
and after its passage. 26
