AN ACT MAKING AN APPROPRIATION TO THE DEPARTMENT OF FINANCE 1
AND ADMINISTRATION TO PROVIDE FUNDING TO THE SECOND CHANCE 2
OUTREACH LEARNING CENTER TO BE USED FOR CONDUCTING FREE ADULT 3
LITERACY AND BASIC VOCATIONAL TRAINING FOR YOUNG MEN AND WOMEN TO 4
HAVE JOB OPPORTUNITIES AND SECURING A LOCATION AND OPERATIONAL 5
SUPPLIES IN DIRECT SUPPORT OF THE CENTER FOR THE FISCAL YEAR 2027. 6
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 7
SECTION 1. The following sum, or so much of it as may be 8
necessary, is appropriated out of any money in the State General 9
Fund not otherwise appropriated, to the Department of Finance and 10
Administration to provide funding to the Second Chance Outreach 11
Learning Center to be used for conducting free adult literacy and 12
basic vocational training for young men and women to have job 13
opportunities and securing a location and operational supplies in 14
direct support of the center for the fiscal year beginning July 1, 15
2026, and ending June 30, 2027......................... $ 30,000.00 16
SECTION 2. The money appropriated by this act shall be paid 17
by the State Treasurer out of any money in the State General Fund 18
not otherwise appropriated, upon warrants issued by the State 19
Fiscal Officer; and the State Fiscal Officer shall issue his or 20

her warrants upon requisitions signed by the proper person, 21
officer or officers in the manner provided by law. 22
SECTION 3. This act shall take effect and be in force from 23
and after July 1, 2026. 24
