HOUSE BILL NO. 600

AN ACT MAKING AN APPROPRIATION TO THE BOARD OF TRUSTEES OF 1
RUST COLLEGE FOR THE PURPOSE OF ESTABLISHING TWO NEW ACADEMIC 2
PROGRAMS AND TO ASSIST IN PAYING COSTS ASSOCIATED WITH COMPLETION 3
OF RENOVATION WORK ON RESIDENTIAL FACILITY GROSS HALL FOR THE 4
FISCAL YEAR 2027. 5
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 6
SECTION 1. The following sum, or so much of it as may be 7
necessary, is appropriated out of any money in the State General 8
Fund not otherwise appropriated, to the Board of Trustees of Rust 9
College for the purpose of establishing two (2) new academic 10
programs and to assist in paying costs associated with completion 11
of renovation work on residential facility Gross Hall, as provided 12
in Section 2 of this act, for the fiscal year beginning July 1, 13
2026, and ending June 30, 2027....................... $2,025,000.00 14
SECTION 2. The money appropriated by Section 1 of this act 15
shall be used by the board of trustees as follows: 16
(a) Establishing a dual degree program in engineering 17
and a film studies program............................. $750,000.00 18

(b) Completion of renovation work on residential 19
facility Gross Hall.................................. $1,300,000.00 20
TOTAL................................................ $2,025,000.00 21
SECTION 3. The money appropriated by this act shall be paid 22
by the State Treasurer out of any money in the State General Fund 23
not otherwise appropriated, upon warrants issued by the State 24
Fiscal Officer; and the State Fiscal Officer shall issue his or 25
her warrants upon requisitions signed by the proper person, 26
officer or officers in the manner provided by law. 27
SECTION 4. This act shall take effect and be in force from 28
and after July 1, 2026. 29
