HOUSE BILL NO. 61

AN ACT MAKING AN APPROPRIATION TO THE BOARD OF TRUSTEES OF 1
COAHOMA COMMUNITY COLLEGE AND THE BOARD OF TRUSTEES OF MISSISSIPPI 2
DELTA COMMUNITY COLLEGE FOR THE PURPOSE OF PROVIDING FUNDING FOR 3
THE REPAIR, RESTORATION, IMPROVEMENTS AND MAINTENANCE OF CAMPUS 4
FACILITIES AT THOSE COMMUNITY COLLEGES, FOR THE PERIOD BEGINNING 5
UPON THE PASSAGE OF THIS ACT AND ENDING JUNE 30, 2027. 6
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 7
SECTION 1. The following sum, or so much of it as may be 8
necessary, is appropriated out of any money in the State General 9
Fund not otherwise appropriated, to the Board of Trustees of 10
Coahoma Community College and the Board of Trustees of Mississippi 11
Delta Community College for the purpose of providing funding for 12
the repair, restoration, improvements and maintenance of campus 13
facilities at those community colleges, as provided in Section 2 14
of this act, for the period beginning upon the passage of this act 15
and ending June 30, 2027........................... $100,000,000.00 16
SECTION 2. The money appropriated by Section 1 of this act 17
shall be allocated in equal amounts of Fifty Million Dollars 18
($50,000,000.00) to each community college, which shall be used 19
specifically for the following purposes: 20

(a) Renovation and restoration of historic buildings 21
and campus structures; 22
(b) Upgrades to campus infrastructure, including 23
electrical, plumbing and HVAC systems; 24
(c) Improvements to student housing facilities; 25
(d) Development of modern academic spaces and 26
laboratories; 27
(e) Enhancement of campus safety and security systems; 28
(f) Environmental sustainability projects, including 29
energy efficiency initiatives; and 30
(g) Any other campus repairs deemed essential to the 31
improvement of educational facilities at the community colleges. 32
SECTION 3. As a condition of receiving the funds 33
appropriated by Section 1 of this act: 34
(a) Each community college shall be responsible for 35
developing a comprehensive plan detailing the use of the community 36
college's allocated funds, which plan must include, at a minimum, 37
specific timelines for the repair and restoration work; and 38
(b) Each community college shall provide an annual 39
report to the Legislature outlining the progress made on repairs 40
and restorations funded by Section 1 of this act, including 41
detailed accounting of expenditures and any project delays or 42
challenges. 43
SECTION 4. The money appropriated by this act shall be paid 44
by the State Treasurer out of any money in the State General Fund 45

not otherwise appropriated, upon warrants issued by the State 46
Fiscal Officer; and the State Fiscal Officer shall issue his or 47
her warrants upon requisitions signed by the proper person, 48
officer or officers in the manner provided by law. 49
SECTION 5. This act shall take effect and be in force from 50
and after its passage. 51
