AN ACT MAKING AN APPROPRIATION TO THE GOVERNING AUTHORITIES 1
OF THE CITY OF GREENVILLE TO ASSIST IN PAYING COSTS ASSOCIATED 2
WITH TRANSPORTATION INFRASTRUCTURE NEEDS AND SANITARY SEWER/WATER 3
SYSTEM INFRASTRUCTURE NEEDS FOR THE FISCAL YEAR 2027. 4
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 5
SECTION 1. The following sum, or so much of it as may be 6
necessary, is appropriated out of any money in the State General 7
Fund not otherwise appropriated, to the governing authorities of 8
the City of Greenville, Mississippi, to assist in paying costs 9
associated with transportation infrastructure needs and sanitary 10
sewer/water system infrastructure needs, as provided in Section 2, 11
for the fiscal year beginning July 1, 2026, and ending June 30, 12
2027............................................. $ 150,810,510.00. 13
SECTION 2. The money appropriated by Section 1 shall be used 14
for the following purposes: 15
(a) Transportation infrastructure: Making upgrades and 16
improvements to the Greenville Downtown Corridor consisting of 17
Washington Avenue, Poplar Street and Walnut Street................ 18

(b) Sanitary sewer/water system infrastructure: 20
Rehabilitating the sanitary sewer system to fully comply with the 21
partial consent decree requirements, and making upgrades and 22
improvements to the water system regarding the distribution 23
system, production system, metering and billing system and fire 24
protection....................................... $ 146,310,510.00. 25
TOTAL............................................ $ 150,810,510.00. 26
SECTION 3. The money appropriated by this act shall be paid 27
by the State Treasurer out of any money in the State General Fund 28
not otherwise appropriated, upon warrants issued by the State 29
Fiscal Officer; and the State Fiscal Officer shall issue his or 30
her warrants upon requisitions signed by the proper person, 31
officer or officers in the manner provided by law. 32
SECTION 4. This act shall take effect and be in force from 33
and after July 1, 2026. 34
