AN ACT MAKING AN APPROPRIATION TO THE BOARD OF TRUSTEES OF 1
STATE INSTITUTIONS OF HIGHER LEARNING FOR THE PURPOSE OF PROVIDING 2

JACKSON STATE UNIVERSITY AND MISSISSIPPI VALLEY STATE UNIVERSITY, 6
FOR THE PERIOD BEGINNING UPON THE PASSAGE OF THIS ACT AND ENDING 7
JUNE 30, 2027. 8
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 9
SECTION 1. The following sum, or so much of it as may be 10
necessary, is appropriated out of any money in the State General 11
Fund not otherwise appropriated, to the Board of Trustees of State 12
Institutions of Higher Learning for the purpose of providing 13
funding for the repair, restoration, improvements and maintenance 14
of campus facilities at the three (3) Historically Black Colleges 15
and Universities (HBCUs) in Mississippi, Alcorn State University, 16
Jackson State University and Mississippi Valley State University, 17
as provided in Section 2 of this act, for the period beginning 18
upon the passage of this act and ending June 30, 2027............. 19

SECTION 2. The money appropriated by Section 1 of this act 21
shall be allocated in equal amounts of One Hundred Million Dollars 22
($100,000,000.00) to each university, which shall be used 23
specifically for the following purposes: 24
(a) Renovation and restoration of historic buildings 25
and campus structures; 26
(b) Upgrades to campus infrastructure, including 27
electrical, plumbing and HVAC systems; 28
(c) Improvements to student housing facilities; 29
(d) Development of modern academic spaces and 30
laboratories; 31
(e) Enhancement of campus safety and security systems; 32
(f) Environmental sustainability projects, including 33
energy efficiency initiatives; and 34
(g) Any other campus repairs deemed essential to the 35
improvement of educational facilities at the universities. 36
SECTION 3. As a condition of receiving the funds 37
appropriated by Section 1 of this act: 38
(a) Each university shall be responsible for developing 39
and submitting to the board of trustees a comprehensive plan 40
detailing the use of the university's allocated funds, which plan 41
must include, at a minimum, specific timelines for the repair and 42
restoration work and shall be subject to approval by the board of 43
trustees; and 44

(b) Each university shall provide an annual report to 45
the Legislature outlining the progress made on repairs and 46
restorations funded by Section 1 of this act, including detailed 47
accounting of expenditures and any project delays or challenges. 48
SECTION 4. The money appropriated by this act shall be paid 49
by the State Treasurer out of any money in the State General Fund 50
not otherwise appropriated, upon warrants issued by the State 51
Fiscal Officer; and the State Fiscal Officer shall issue his or 52
her warrants upon requisitions signed by the proper person, 53
officer or officers in the manner provided by law. 54
SECTION 5. This act shall take effect and be in force from 55
and after its passage. 56
