BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 13
SECTION 1. (1) In each public school district assigned an 14
accountability rating of "C" under the state accountability 15
system, the district shall provide online remedial education 16
courses for every student enrolled in the district, regardless of 17
grade level or prior academic performance. At minimum, each 18
online remediation program offered under this section shall 19
include instructional modules addressing: 20
(a) Vocabulary development; 21
(b) General mathematics; 22
(c) Basic geography; 23

(d) Basic science; and 24
(e) Any additional age- and grade-appropriate subject 25
areas deemed necessary by the State Board of Education to improve 26
student mastery of statewide academic standards. 27
(2) The online remediation courses required under this 28
section shall be graded as separate class grades, and the grades 29
shall be incorporated into each student's report card in the same 30
manner as other courses. 31
(3) The State Department of Education shall, through a 32
formal request for proposals (RFP) process, contract with a 33
reputable, qualified virtual instruction entity to: 34
(a) Provide the online remediation course content to 35
all school districts required to offer such instruction; 36
(b) Operate and manage the online remediation courses 37
throughout the school year; and 38
(c) Coordinate with local school districts to ensure 39
effective student access, instructional delivery, and data 40
reporting. 41
(4) The entity selected under subsection (3) shall: 42
(a) Track each student's progress from the beginning 43
through the end of the school year; 44
(b) Incorporate diagnostic tools, evaluative 45
instruments, or other academic assessments necessary to determine 46
each student's weakest academic subject area; and 47

(c) Provide written or electronic reports identifying 48
each student's demonstrated weaknesses to the student's 49
professional school counselor and the student's parent or legal 50
guardian, in a timely manner and in accordance with federal and 51
state student privacy laws. 52
(5) The State Board of Education shall adopt rules and 53
regulations necessary to administer and enforce the provisions of 54
this section, including minimum content standards, uniform grading 55
requirements, data reporting protocols and operational procedures 56
for participating school districts and the contracted virtual 57
instruction provider. 58
SECTION 2. This act shall take effect and be in force from 59
and after July 1, 2026. 60
