BEFORE DECEMBER 15, 2026; AND FOR RELATED PURPOSES. 7
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 8
SECTION 1. (1) There is established the Downtown Jackson 9
Revitalization Coalition for the purpose of bringing together 10
stakeholders on the national, state and local levels for the 11
development of a comprehensive plan to revitalize downtown 12
Jackson, the capital city of the State of Mississippi. 13
(2) The coalition is composed of the following twenty-one 14
(21) members or their respective designees: 15
(a) The United States Department of Agriculture State 16
Director for Mississippi; 17
(b) The Interim Third Party Manager appointed by the 18
United States District Court for the Southern District of 19
Mississippi to oversee the city's water and sewer systems; 20

(c) United States Senator Roger Wicker; 21
(d) United States Senator Cindy Hyde-Smith; 22
(e) Congressman Bennie Thompson, United States 23
Representative of Mississippi's 2nd Congressional District; 24
(f) The Mississippi Governor; 25
(g) The Mississippi Lieutenant Governor; 26
(h) The Speaker of the Mississippi House of 27

(u) The Chief of the Jackson Police Department. 46
A member of the coalition named in this subsection may 47
designate an individual from the staff of the member's office, 48
agency or organization to serve in place of that member on the 49
coalition. 50
(3) The Lieutenant Governor shall set the date and location 51
for an organizational meeting of the coalition, which must be held 52
before July 1, 2026. Notice of the organizational meeting and 53
subsequent meetings must be provided no less than three (3) weeks 54
before the date on which the meeting is scheduled. At the 55
organizational meeting, the coalition shall determine those 56
officers deemed necessary for the coalition's operation and shall 57
elect from among the membership persons to serve as the officers. 58
Meetings of the coalition must be held on a monthly basis. The 59
coalition shall establish its goals and objectives for each 60
meeting, which may include informational sessions by interested 61
stakeholders and tours to various sites pertinent to the work of 62
the coalition within the City of Jackson. All actions of the 63
coalition must be decided by a majority vote of the members of the 64
coalition present and voting at the meeting at which an action is 65
being considered. 66
(4) Members of the coalition shall serve without 67
compensation. However, those members of the coalition employed by 68
a state or local government agency may be reimbursed for mileage 69

and actual and necessary expenses as authorized under Section 70
25-3-41. 71
(5) The coalition may accept gifts, donations and grants of 72
any kind from any source, public or private, to help defray any 73
expenses incurred by the coalition. 74
(6) Whenever feasible, members of the coalition shall make 75
available such professional and administrative staff as may be 76
necessary to assist the coalition in the performance of its 77
duties. 78
(7) Before December 15, 2026, the coalition shall submit a 79
report of its determinations and recommended actions to the 80
Governor, the Speaker of the Mississippi House of Representatives, 81
the Lieutenant Governor, each member of the Legislature who 82
represents a district in the City of Jackson, and any other member 83
of the Legislature upon request. The report must include, but 84
need not be limited to, the following: 85
(a) An inventory of existing resources that are aimed 86
at making improvements in the City of Jackson and how those 87
resources may be utilized and supported in furtherance of their 88
goals; 89
(b) A description of the activities of the coalition; 90
(c) Recommendations for a cohesive plan of action to 91
bring community stakeholders together to implement measures aimed 92
at revitalizing downtown Jackson and spurring economic 93

development, reducing crime and making improvements to the city's 94
infrastructure; and 95
(d) Any other recommendations determined by the 96
coalition to be necessary and desirable to further the goal of 97
revitalizing the City of Jackson. 98
SECTION 2. This act shall take effect and be in force from 99
and after its passage. 100
