AN ACT TO ESTABLISH A GRANT PROGRAM UNDER THE DIRECTION OF 1
THE DEPARTMENT OF ADMINISTRATION FOR THE PURPOSE OF PROVIDING 2
GRANTS TO MUNICIPALITIES AND COUNTIES TO ASSIST IN PAYING COSTS 3
ASSOCIATED WITH REPAIR AND RENOVATION OF AND UPGRADES AND 4
IMPROVEMENTS TO VETERANS PARKS OPERATED AND/OR MAINTAINED BY 5
MUNICIPALITIES AND COUNTIES; TO CREATE THE "MUNICIPALITIES AND 6
COUNTIES VETERANS PARKS FUND" AS A SPECIAL FUND IN THE STATE 7
TREASURY; AND FOR RELATED PURPOSES. 8
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: 9
SECTION 1. (1) (a) The Department of Finance and 10
Administration shall establish a grant program for the purpose of 11
providing grants to municipalities and counties to assist in 12
paying costs associated with repair and renovation of and upgrades 13
and improvements to veterans parks operated and/or maintained by 14
municipalities and counties. 15
(b) A municipality or county, as the case may be, 16
desiring assistance under the grant program must submit an 17
application to the Department of Finance and Administration. The 18
application must contain a description of the purposes for which 19
the assistance is requested, the amount of assistance requested 20
and any other information requested by the department. A 21

municipality or county also must provide proof that funds from the 22
municipality or county, private sources and/or other sources have 23
been irrevocably dedicated in an amount of not less than the 24
amount of assistance requested for the purposes described in the 25
application. 26
(2) There is created in the State Treasury a special fund, 27
to be designated as the "Municipalities and Counties Veterans 28
Parks Fund", which shall consist of funds appropriated or 29
otherwise made available by the Legislature. The fund shall be 30
maintained by the State Treasurer as a separate and special fund, 31
separate and apart from the General Fund of the state. Unexpended 32
amounts remaining in the fund at the end of a fiscal year shall 33
not lapse into the State General Fund, and any interest earned or 34
investment earnings on amounts in the fund shall be deposited into 35
such fund. Monies in the fund shall be disbursed, upon 36
appropriation by the Legislature, in the discretion of the 37
Department of Finance and Administration, to provide grants for 38
the purposes described in this section. 39
(3) The Department of Finance and Administration shall have 40
all powers necessary to implement and administer the program 41
established under this section, and the department shall 42
promulgate rules and regulations, in accordance with the 43
Mississippi Administrative Procedures Law, necessary for the 44
implementation of this section. 45

SECTION 2. This act shall take effect and be in force from 46
and after July 1, 2026. 47
