A CONCURRENT RESOLUTION PROPOSING AN AMENDMENT TO SECTION 1
241, MISSISSIPPI CONSTITUTION OF 1890, TO PROVIDE THAT ONLY 2
CITIZENS OF THE UNITED STATES ARE ALLOWED THE OPPORTUNITY TO VOTE; 3
AND FOR RELATED PURPOSES. 4
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF 5
MISSISSIPPI, That the following amendments to the Mississippi 6
Constitution of 1890 are proposed to the qualified electors of the 7
state: 8
Amend Section 241, Mississippi Constitution of 1890, to read 9
as follows: 10
"Section 241. * * * Only an inhabitant of this state, 11
except * * *, persons adjudicated to be non compos mentis who is a 12
citizen of the United States of America, eighteen (18) years old 13
and upward, who has been a resident of this state for one (1) 14
year, and for one (1) year in the county in which he offers to 15
vote, and for six (6) months in the election precinct or in the 16
incorporated city or town in which he offers to vote, and who is 17
duly registered as provided in this article, and who has never 18
been convicted of murder, rape, bribery, theft, arson, obtaining 19

money or goods under false pretense, perjury, forgery, 20
embezzlement or bigamy, is declared to be a qualified elector, 21
except that he shall be qualified to vote for President and Vice 22
President of the United States if he meets the requirements 23
established by Congress therefor and is otherwise a qualified 24
elector." 25
BE IT FURTHER RESOLVED, That this proposed amendment shall be 26
submitted by the Secretary of State to the qualified electors at 27
an election to be held on the first Tuesday after the first Monday 28
of November 2026, as provided by Section 273 of the Constitution 29
and by general law. 30
BE IT FURTHER RESOLVED, That the explanation of this proposed 31
amendment for the ballot shall read as follows: "This proposed 32
constitutional amendment provides that only citizens of the United 33
States are allowed the opportunity to vote." 34
