A CONCURRENT RESOLUTION PROPOSING TO AMEND THE MISSISSIPPI 1
CONSTITUTION OF 1890 BY CREATING A NEW SECTION TO REQUIRE THAT THE 2
STATE OF MISSISSIPPI FOLLOW FEDERAL PROCUREMENT LAWS AND 3
REGULATIONS IF A CITIZEN OF THE STATE IS AWARDED A FEDERAL GRANT. 4
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF 5
MISSISSIPPI, That the following amendment to the Mississippi 6
Constitution of 1890 is proposed to the qualified electors of the 7
state: 8
Amend the Mississippi Constitution of 1890 by adding a new 9
section to read as follows: 10
"Section ____. Every agency, department, institution, 11
instrumentality, or political subdivision of the State of 12
Mississippi, or every agency, department, institution of a 13
political subdivision shall follow federal procurement laws and 14
regulations if a citizen of the state is awarded a federal grant." 15
BE IT FURTHER RESOLVED, That this proposed amendment shall be 16
submitted by the Secretary of State to the qualified electors at 17
an election to be held on the first Tuesday after the first Monday 18

of November 2026, as provided by Section 273 of the Constitution 19
31 and by general law. 20
BE IT FURTHER RESOLVED, That the explanation of this proposed 21
amendment for the ballot shall read as follows: "This proposed 22
constitutional amendment requires that the State of Mississippi 23
follow federal procurement laws and regulations if a citizen of 24
the state is awarded a federal grant." 25
