HOUSE CONCURRENT RESOLUTION NO. 46
A CONCURRENT RESOLUTION COMMENDING DR. KIM WELCH HOOVER FOR 1
OVER 40 YEARS OF CAREER EXCELLENCE IN THE HEALTH CARE FIELD AND 2
CELEBRATING HER NEW ROLE AS THE INAUGURAL SENIOR NURSE FELLOW FOR 3
MISSISSIPPI STATE UNIVERSITY SCHOOL OF NURSING. 4
WHEREAS, Dr. Kim Welch Hoover, a longtime practicing nurse, 5
nurse educator and health care administrator, has made a lasting 6
impact on her patients, students and colleagues during her 7
decades-long career in the health care field; and 8
WHEREAS, a native of Vidalia, Louisiana, Dr. Hoover received 9
her bachelor's degree in nursing from Northeast Louisiana 10
University before moving to the great Magnolia State to complete 11
her master's degree in nursing and Ph.D. in clinical health 12
sciences at the University of Mississippi in Jackson, where her 13
academic achievements were rewarded with the University of 14
Mississippi Nursing Alumni Graduate of the Year Award; and 15
WHEREAS, Dr. Hoover began her career as a registered nurse in 16
Natchez and served as the Clinical Manager of the Outpatient 17
Department for Natchez Regional Medical Center; and 18

WHEREAS, using her experience in the field to educate her 19
students, Dr. Hoover joined the nursing faculty at Alcorn State 20
University School of Nursing in 1993, and her remarkable skill as 21
an educator quickly captured the attention of those around her, as 22
she was named Who's Who Among American Teachers in 1996, 1997, 23
1998 and 2000 and MNA Nurse Educator of the Year Category I in 24
1999; and 25
WHEREAS, Dr. Hoover was an instrumental early director at the 26
Mississippi Office of Nursing Workforce, and even after she joined 27
the University of Mississippi Medical Center (UMMC) School of 28
Nursing as an associate dean in 2003, she continued to serve the 29
Nursing Workforce Program as a research consultant, a testament to 30
her extraordinary ability to balance multiple responsibilities 31
while remaining singularly focused; and 32
WHEREAS, Dr. Hoover held many positions at the UMMC School of 33
Nursing and ultimately served as dean and a tenured professor of 34
nursing until she retired with the prestigious title of Professor 35
Emeritus in 2019; and 36
WHEREAS, after retiring as a professor and dean, Dr. Hoover 37
transitioned into leadership roles with the Mississippi Hospital 38
Association (MHA) Foundation, where she currently serves as 39
President and Chief Executive Officer; and 40
WHEREAS, Dr. Hoover was recently named as the inaugural 41
Senior Nurse Fellow for Mississippi State University School of 42
Nursing at MSU-Meridian, and in her new role, she is helping to 43

identify and develop innovative solutions to persistent nursing 44
workforce challenges; and 45
WHEREAS, with her wealth of professional knowledge and 46
experience, including as AACN Leadership for Academic Nursing 47
Fellow and Robert Wood Johnson Executive Nurse Fellow, Dr. Hoover 48
has a unique ability to represent a range of stakeholder 49
viewpoints and bring together a broad network of health care 50
leaders, bolstering the university's efforts to improve the 51
state's nursing workforce; and 52
WHEREAS, Dr. Hoover's incredible achievements have been 53
recognized with numerous honors and awards, including the Phil 54
Hardin Award for Distinguished Service to Mississippi, Certificate 55
of Achievement for Outstanding Preceptor, Leadership Appreciation 56
Certificate from Robert Wood Johnson Foundation Colleagues in 57
Caring, Mississippi Institutions of Higher Learning Higher 58
Education Appreciation Day Working for Academic Excellence Award, 59
Jan Magee Evers Faculty Fellowship Award, Nightingale Nursing 60
School Administrator of the Year Award, Mississippi Organization 61
of Nurse Executives Nurse Leader of the Year, American College of 62
Healthcare Executives Recognition Program Service Award, and UMMC 63
School of Graduate Studies Distinguished Alumna Award; and 64
WHEREAS, steadfast in her commitment to service, Dr. Hoover 65
has served on many committees and boards and has been a dedicated 66
member of various organizations, most recently including the 67
Mississippi College School of Nursing Advisory Council, 68

Mississippi Trauma Care System Foundation Board Vice President, 69
and MHA Solutions Board of Managers, Board of Directors and Board 70
of Governors; and 71
WHEREAS, Dr. Hoover currently serves as a member of the 72
American College of Healthcare Executives, Mississippi 73
Organization of Nurse Executives, American Organization of Nurse 74
Executives, Mississippi Nurses Association, American Nurses 75
Association, NurseTRUST, Telehealth Taskforce, Sigma Theta Tau 76
International Honor Society, Honor Society of Phi Kappa Phi and as 77
MHA Health, Research, and Educational Foundation Board President; 78
and 79
WHEREAS, it is the policy of this Legislature to recognize 80
and commend outstanding Mississippians, especially those such as 81
Dr. Kim Welch Hoover, whose unwavering dedication to excellence 82
throughout her career continues to bring honor and pride to her 83
community and the entire State of Mississippi: 84
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF 85
REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING 86
THEREIN, That we do hereby commend Dr. Kim Welch Hoover for her 87
many years of dedicated service as a health care professional, and 88
extend sincere wishes for continued success as she serves in her 89
new role as the inaugural Senior Nurse Fellow for Mississippi 90
State University School of Nursing. 91
