A CONCURRENT RESOLUTION PROPOSING AN AMENDMENT TO SECTION 1
241, MISSISSIPPI CONSTITUTION OF 1890, TO PROVIDE THAT ONLY 2
CITIZENS OF THE UNITED STATES ARE ALLOWED THE OPPORTUNITY TO VOTE; 3
AND FOR RELATED PURPOSES. 4
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF 5
MISSISSIPPI, That the following amendments to the Mississippi 6
Constitution of 1890 are proposed to the qualified electors of the 7
state: 8
Amend Section 241, Mississippi Constitution of 1890, to read 9
as follows: 10
"Section 241. Every inhabitant of this state, except idiots 11
and insane persons, who is a citizen of the United States of 12
America, eighteen (18) years old and upward, who has been a 13
resident of this state for * * * thirty (30) days, and for * * * 14
thirty (30) days in the county in which he or she offers to vote, 15
and for * * * thirty (30) days in the election precinct or in the 16
incorporated city or town in which he or she offers to vote, and 17
who is duly registered as provided in this article, and who has 18
never been convicted of murder, rape, bribery, theft, arson, 19

obtaining money or goods under false pretense, perjury, forgery, 20
embezzlement or bigamy, is declared to be a qualified elector who 21
may vote in an election for state or local office or at a state 22
wide or local referendum, except that he or she shall be qualified 23
to vote for President and Vice President of the United States if 24
he or she meets the requirements established by Congress therefor 25
and is otherwise a qualified elector." 26
BE IT FURTHER RESOLVED, That this proposed amendment shall be 27
submitted by the Secretary of State to the qualified electors at 28
an election to be held on the first Tuesday after the first Monday 29
of November 2026, as provided by Section 273 of the Constitution 30
and by general law. 31
BE IT FURTHER RESOLVED, That the explanation of this proposed 32
amendment for the ballot shall read as follows: "This proposed 33
constitutional amendment provides that only citizens of the United 34
States are allowed the opportunity to vote. 35
