A CONCURRENT RESOLUTION HONORING THE RICH HISTORICAL 1
CONNECTION AND THE LONGSTANDING AND FRUITFUL PARTNERSHIP BETWEEN 2
THE PROVINCE OF QUÉBEC AND THE STATE OF MISSISSIPPI. 3
WHEREAS, Québec and Mississippi share a rich historical 4
connection dating back to the late 17th century, when Québec-born 5
explorer Pierre Le Moyne d'Iberville led a French expedition that 6
established the first European settlement in what is now 7
Mississippi, at Fort Maurepas near present-day Ocean Springs in 8
1699; and 9
WHEREAS, d'Iberville's arrival marked the beginning of French 10
colonial influence in the region, laying the foundation for 11
cultural and linguistic ties that continue to be celebrated today, 12
including through annual commemorations in Ocean Springs that 13
honor this shared heritage; and 14
WHEREAS, the legacy of French exploration and settlement in 15
Mississippi, rooted in Québec's history, contributes to the 16
state's diverse cultural identity and offers opportunities for 17
educational, historical, and tourism initiatives; and 18

WHEREAS, the Province of Québec has maintained a permanent 19
presence in the southern United States since 1978, and both Québec 20
and Mississippi are member jurisdictions of the Southeast United 21
States–Canadian Provinces (SEUS-CP) alliance, which fosters 22
economic and cultural collaboration; and 23
WHEREAS, Québec serves as a diverse supplier to Mississippi's 24
key industries, including the automotive sector, health and life 25
sciences, machinery, and aluminum; and 26
WHEREAS, Québec provided more than half of all United States' 27
imports of primary aluminum in 2023, positioning itself as a 28
significant supplier to Mississippi's automotive and manufacturing 29
industries; and 30
WHEREAS, automobiles and automotive components manufactured 31
in Mississippi account for approximately 75% of Québec's imports 32
from the state, demonstrating a mutually beneficial trade 33
relationship; and 34
WHEREAS, the enduring economic, historical, and cultural ties 35
between Québec and Mississippi continue to strengthen through 36
trade, investment, and shared values; and 37
WHEREAS, it is most fitting and proper that this remarkable 38
partnership be appropriately recognized during this special time: 39
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF 40
REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING 41
THEREIN, That we do hereby honor the longstanding and fruitful 42
partnership between the Province of Québec and the State of 43
