HOUSE RESOLUTION NO. 141
A RESOLUTION COMMENDING AND CONGRATULATING MR. CHRISTOPHER 1
PRICE NEWMAN FOR HIS MANY YEARS OF DISTINGUISHED SERVICE IN LAW 2
ENFORCEMENT UPON THE AUSPICIOUS OCCASION OF HIS RETIREMENT. 3
WHEREAS, after decades of exemplary public service, Mr. 4
Christopher Price Newman is retiring from law enforcement, marking 5
the end of a career but cementing a legacy of honor, courage, 6
professionalism and steadfast commitment to the safety and 7
well-being of his fellow citizens; and 8
WHEREAS, Mr. Newman, a native of Clinton, Mississippi, 9
received his bachelor's degree from The University of Southern 10
Mississippi before graduating from the North Mississippi Law 11
Enforcement Training Center in 1993, where he earned awards for 12
the highest academic average and the highest overall average; and 13
WHEREAS, launching a career that would span multiple agencies 14
and various leadership roles across the State of Mississippi and 15
beyond, Mr. Newman began his service in law enforcement with the 16
City of Starkville in 1992, and during his time as a police 17
officer for the city, he quickly rose to the rank of Sergeant; and 18

WHEREAS, after accepting a position with the United States 19
Border Patrol, Mr. Newman graduated from the Federal Law 20
Enforcement Training Center in Glynco, Georgia, as part of USBP 21
Class 300, and he was assigned to the United States Border Patrol 22
Station in Douglas, Arizona; and 23
WHEREAS, Mr. Newman was selected as a member of the Bike 24
Patrol Unit (BPU) during his time in Douglas, where he worked with 25
his teammates day and night in the most arduous terrain and 26
unpredictable weather conditions imaginable in devoted service to 27
his country, and together, the dedicated members of his unit 28
helped to keep American streets safe by intercepting numerous drug 29
shipments, securing our nation's border by arresting those 30
attempting to cross; and 31
WHEREAS, upon returning to his home state, Mr. Newman was 32
selected by the Sheriff of Covington County to be the Chief 33
Investigator of the Covington County Sheriff's Office in 2004, and 34
in this role, he investigated all felony crimes in the county, 35
diligently working a range of important cases involving aggravated 36
assault, burglary, credit card fraud, identity theft and murder; 37
and 38
WHEREAS, Mr. Newman also obtained his certification as an NRA 39
Certified Law Enforcement Firearms Instructor while working with 40
the sheriff's office, a credential he still holds today; and 41
WHEREAS, only two years later, Mr. Newman was selected for 42
the position of criminal investigator at the Mississippi 43

Department of Agriculture and Commerce, a testament to his 44
incredible work ethic and meticulous approach to his duties, and 45
his impressive work for the agency resulted in the successful 46
prosecution of suspects accused of arson, timber theft, cattle 47
theft, false pretense and burglary; and 48
WHEREAS, as a result of his skillful investigative efforts, 49
Mr. Newman secured an indictment against an infamous timber thief 50
in southern Mississippi, sealing the fate of the defendant with 51
his credible testimony and leading the jury to return a guilty 52
verdict on the charges of timber theft and false pretense, and he 53
was recognized as the "Top Cop" in 2013 for his stellar work on 54
the case; and 55
WHEREAS, Mr. Newman joined the Mississippi Attorney General's 56
Office as a criminal investigator in 2016, and upon being assigned 57
to the Medicaid Fraud Division, he worked cases that led to the 58
conviction of multiple suspects for Medicaid fraud, including one 59
of the most prolific fraudsters in the Jackson metro area; and 60
WHEREAS, further honing his expertise, Mr. Newman also 61
received the Certified Fraud Examiner credential while employed by 62
the Attorney General's Office; and 63
WHEREAS, Mr. Newman continued to achieve excellence in his 64
position as a criminal investigator with the Mississippi 65
Department of Revenue, and cementing his place at the top of his 66
field, he was responsible for securing the conviction of a 67
defendant in a criminal tax evasion case that resulted in one of 68

the largest restitution payments from such a case in the 69
department's history; and 70
WHEREAS, in recognition of his undeniable efficacy and 71
ability to lead by example, Mr. Newman was promoted to the 72
prestigious position of Chief of the Criminal Investigation 73
Division at the Mississippi Department of Revenue in March 2024, 74
and during his time in this role, the Criminal Investigation 75
Division realized some of their largest numbers ever recorded for 76
criminal cases worked, criminal indictments and criminal 77
convictions, seeing growth of nearly 300% for the Fiscal Year 78
2025; and 79
WHEREAS, as Mr. Newman celebrates his well-earned retirement 80
and reflects upon his accomplishments, both personal and 81
professional, it is most appropriate to honor the impact of his 82
most admirable service and sacrifice, commemorating his unwavering 83
determination to stand up for those less fortunate and show 84
compassion to both victims and suspects involved in his cases; and 85
WHEREAS, it is the policy of the House of Representatives to 86
recognize and commend outstanding public servants, especially 87
those such as Mr. Christopher Price Newman, whose dedicated 88
service and impeccable leadership have greatly enriched his 89
community, bringing great pride to the State of Mississippi: 90
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF 91
REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we do hereby 92
commend and congratulate Mr. Christopher Price Newman upon the 93
