HOUSE RESOLUTION NO. 21
A RESOLUTION OBSERVING THURSDAY, JANUARY 22, 2026, AS "FACES 1
OF RECOVERY - RECOVERY DAY 2026" AT THE MISSISSIPPI STATE CAPITOL. 2
WHEREAS, on Thursday, January 22, 2026, hundreds of 3
individuals will descend upon the Mississippi State Capitol in 4
Jackson, Mississippi, as friends and supporters of the Mississippi 5
Recovery Advocacy Project convene for Faces of Recovery - Recovery 6
Day 2026, an annual day set aside to celebrate success, inspire 7
hope and raise awareness about recovery from addiction; and 8
WHEREAS, the Mississippi Recovery Advocacy Project is a 9
network of individuals from all corners of the State of 10
Mississippi, united in the mutual vein of advocating for recovery 11
policies to address addiction and mental health as a public health 12
issue and prioritize harm reduction; and 13
WHEREAS, an affiliate of the National Recovery Action 14
Project, the Mississippi Recovery Advocacy Project is committed to 15
giving people in recovery from all recovery pathways, their family 16
members and recovery supporters the tools to think and act at the 17
grassroots level by collaborating with community health and 18

wellness stakeholders to provide support, cooperation and advocacy 19
for individuals in recovery; and 20
WHEREAS, with the aim of expanding its good work in 21
recovery-focused education and advocacy, the Mississippi Recovery 22
Advocacy Project, like its national affiliate, is working to build 23
an effective constituency seeking to influence public policy 24
promoting solutions to America's long-standing addiction crisis; 25
and 26
WHEREAS, during the 2024 Session of the Legislature, the 27
Mississippi Recovery Advocacy Project successfully advocated for 28
the passage of House Bill 1137, known as the "Mississippi Harm 29
Reduction Initiative," which revised existing state law to allow 30
community organizations and high risk opioid overdose touchpoints 31
to provide opioid antagonists to persons at risk of experiencing 32
an opioid related overdose; and 33
WHEREAS, since 2024, increasing numbers of individuals 34
throughout the state are being saved from opioid related death 35
because of the administration of Narcan, made more accessible by 36
the passage of House Bill 1137; and 37
WHEREAS, in furtherance of this mission, individuals whose 38
lives have been immeasurably changed through recovery and those 39
who still struggle, yet hope, for recovery - the "Faces of 40
Recovery" - will engage legislators and advocate for the support 41
of programs tailored to advance the benefits of recovery, thereby 42

observe on Thursday, January 22, 2026.
rehabilitating individuals in recovery into productive members of 43
society; and 44
WHEREAS, it is most appropriate to acknowledge the 45
outstanding commitment of organizations dedicated to improving the 46
lives of fellow Mississippians such as the Mississippi Recovery 47
Advocacy Project and to providing grassroots recovery support to 48
individuals who have faced and successfully overcome the 49
challenges of addiction: 50
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF 51
REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we do hereby 52
observe January 22, 2026, as "Face of Recovery - Recovery Day 53
2026" at the Mississippi State Capitol and encourage all 54
interested stakeholders to acknowledge and celebrate the life 55
changing programs it administers. 56
BE IT FURTHER RESOLVED, That copies of this resolution be 57
furnished to the Mississippi Recovery Advocacy Project and members 58
of the Capitol Press Corps. 59
